Measures for the Election of Deputies to the Twelfth National People's Congress from the Macao Special Administrative Region of the People's Republic of China

Article 1 These Measures are formulated in accordance with the Constitution of the People's Republic of China, the Basic Law of the Macao Special Administrative Region of the People's Republic of China, the provisions of Article 15.3 of the Electoral Law of the People's Republic of China for the National People's Congress and Local People's Congresses and in consideration of the actual conditions of the Macao Special Administrative Region.
| | 第一条 根据《中华人民共和国宪法》、《中华人民共和国澳门特别行政区基本法》以及《中华人民共和国全国人民代表大会和地方各级人民代表大会选举法》第十五条第三款的规定，结合澳门特别行政区的实际情况，制定本办法。

Article 2 The election of deputies to the Twelfth National People's Congress from the Macao Special Administrative Region shall be presided over by the Standing Committee of the National People's Congress.
| | 第二条 澳门特别行政区选举第十二届全国人民代表大会代表由全国人民代表大会常务委员会主持。

Article 3 The number of deputies to be elected from the Macao Special Administrative Region to the Twelfth National People's Congress shall be 12.
| | 第三条 澳门特别行政区应选第十二届全国人民代表大会代表的名额为十二名。

Article 4 The deputies to be elected from the Macao Special Administrative Region to the National People's Congress must be Chinese citizens from among the residents of the Macao Special Administrative Region who have reached the age of 18.
| | 第四条 澳门特别行政区选举的全国人民代表大会代表必须是年满十八周岁的澳门特别行政区居民中的中国公民。

Article 5 The Macao Special Administrative Region shall establish a council for the election of deputies to the Twelfth National People's Congress. The election council shall be composed of the members of the council for the election of deputies of the Macao Special Administrative Region to the Eleventh National People's Congress, the members of the Eleventh National Committee of the Chinese People's Political Consultative Conference who are residents of the Macao Special Administrative Region and not the members of the council for the election of deputies of the Macao Special Administrative Region to the Eleventh National People's Congress, the members of the Election Committee for the Third Chief Executive of the Macao Special Administrative Region who are Chinese citizens, and the members of the Fourth Legislative Council of the Macao Special Administrative Region who are Chinese citizens. However, those who have expressed their unwillingness to become the members of the election council shall be excluded.
The Chief Executive of the Macao Special Administrative Region shall be a member of the election council for deputies to the Twelfth National People's Congress from the Macao Special Administrative Region.
The list of the members of the election council shall be published by the Standing Committee of the National People's Congress.
| | 第五条 澳门特别行政区成立第十二届全国人民代表大会代表选举会议。选举会议由参加过澳门特别行政区第十一届全国人民代表大会代表选举会议的人员，以及不是上述人员的澳门特别行政区居民中的中国人民政治协商会议第十一届全国委员会委员、澳门特别行政区第三任行政长官选举委员会委员中的中国公民和澳门特别行政区第四届立法会议员中的中国公民组成。但本人提出不愿参加的除外。
澳门特别行政区行政长官为澳门特别行政区第十二届全国人民代表大会代表选举会议的成员。
选举会议成员名单由全国人民代表大会常务委员会公布。

Article 6 The first meeting of the election council shall be convened by the Standing Committee of the National People's Congress, at which 11 of the members of the election council shall, on the basis of the nomination by the Chairman's Meeting of the Standing Committee of the National People's Congress, be elected to form a presidium. The presidium shall elect an executive chairman from its members.
