The Opinions of the CPC Central Committee and the State Council on Improving the Property Right Protection System and Protecting Property Rights according to the Law were released on November 27, 2016.
The Opinions propose research on the legal arrangements for renewal of rights to use land including housing construction land upon expiration and improvement of the legal system of requisition and expropriation of land, buildings, and other property to reasonably delimit the scope of public interest applicable to requisition and expropriation.
The Opinions call for increase of the ceiling of statutory damages for intellectual property right infringement and exploration for the establishment of punitive damages for infringement of intellectual property rights such as patent and copyright.
