The National Development and Reform Commission (NDRC), the National Energy Administration, and the State Administration of Coal Mine Safety recently issued the Notice on Curbing Over-Capacity Production at Coal Mines and Regulating Enterprise Production Behavior.
The Notice puts curbs on over-capacity production and stops acts of production first without approval and certification. Under the Notice, all coal mines that have been built and are operating without approval are to stop production; and all coal mines without mining and work safety licenses may not enter into operation.
