The Ministry of Environmental Protection recently released the Plan for Comprehensive Control of Volatile Organic Compounds in Petrochemical Industry. The Plan specifies that by 2017, the petrochemical industry nationwide shall generally complete the comprehensive control of volatile organic compounds (VOCs) and establish systems for VOCs monitoring, and the total emissions of VOCs shall be reduced by more than 30% as compared with 2014. Pursuant to the Plan, measures on pollutant discharge fees for VOCs will be formulated and such fees will be charged first in petrochemical industry.
