Recently, China's first legislation on home-based aged care services, namely, the Beijing Municipality Regulation on Home-based Aged Care Services (Draft) was submitted for deliberation at the meeting of the Beijing Municipal People's Congress and will be put for vote on January 29th. The Draft defines home-based aged care services and emphasizes that children of the aged shall fulfill their obligations to provide financial and spiritual support for the aged. The draft divides the home-based aged care services into eight categories including that regarding meals, medical, and family care, etc. In addition, the Draft incorporates the implementation of home-based aged care services into the annual performance assessment of municipal, district and county level governments and sets up a corresponding accountability system. Once approved in the vote, the Regulation will come into effect on May 1.
