The State Administration of Taxation recently revised the Measures for the Administration of Wine Consumption Tax.
The revised Measures replace the existing approach that approval of the wine comsumption tax refunding is granted against the wine purchase certificate with the deduction approach to avoid double taxation on wine consumption. In the future, a taxpayer who purchases or imports from wine manufacturers and continuously produces taxable wine, will be permitted to deduct, from the payable wine consumption tax, the wine consumption tax that was paid on the consumed taxable wine.
