The second draft of the Amendment (IX) to the Criminal Law as deliberated at the 15th session of the Standing Committee of the Twelfth National People's Congress has attracted much attention, the highlight of which is the provision that serious trouble makers in medical disputes may be subject to criminal punishment. Pursuant to the Draft, Article 290 of the Criminal Law will be amended to read: “In case where crowds are assembled to disturb public order with serious situation resulting in disruption of work, production, business, teaching, scientific research and medical treatment and serious loss and damage, the ringleaders are to be subject to fixed-term imprisonment from three to seven years; other active participants are to be subject to fixed-term imprisonment up to three years, criminal detention, control, or deprivation of political rights.”
