The State Council recently issued the Guiding Opinions on Creating Functional Areas for Growing Grains and Conservation Areas for Growing Vital Agricultural Products.
According to the Opinions, all provincial governments should, according to local needs, actively promote the formulation of local regulations or governmental rules for regulating the "two areas." The administration of permanent basic farmlands within the "two areas" should be tightened to ensure that no cut is made in both the number and quality of such farmlands.
The Opinions require that the criteria for demarcating the "two areas" be scientifically established, regulation be practically enhanced, the relevant rules be improved, the management and maintenance responsibilities be strictly discharged, the monitoring and supervision system be established, dynamic monitoring and information sharing be enhanced, and oversight and appraisal be reinforced, to protect the "two areas" according to the law.
