The General Office of the CPC Central Committee and the State Council recently issued the Opinions on Deepening the Environmental Monitoring Reform and Improving the Quality of Environmental Monitoring Data.
In order to ensure the independence, impartiality and authenticity of environmental monitoring data and preclude improper administrative interventions, the Opinions clearly state for the first time that the local party committees and governments should bear the leadership responsibility for the prevention and punishment of falsification of environmental monitoring data, requiring the establishment of a sound accountability system and an effective working mechanism for the prevention and punishment of falsification of environmental monitoring data; and specify the duties of environmental protection, quality inspection, and other appropriate departments in the supervision of environmental monitoring institutions. In addition, the Opinions call for the establishment of an interview mechanism, enhanced prevention and punishment mechanisms, and an intervention trail record system.
