Five Departments Issue Guiding Opinions to Regulate Construction and Development of Theme Parks

Recently, five departments including the National Development and Reform Commission jointly issued the Guiding Opinions on Regulating the Construction and Development of Theme Parks.
The Guiding Opinions set forth four principles: insisting on market orientation, insisting on measures suitable for local conditions, insisting on focusing on main business, and insisting on innovative development, and 12 specific measures in three aspects: reasonable limits and clear definition and concept of theme parks in terms of scientific planning, stringent land use management and strictest cultivated land protection and land conservation in terms of strict regulation, and enriched cultural connotation, telling Chinese stories, and encouraging cultural creativity in terms of quality improvement. The Guiding Opinions require that provincial governments assume general responsibility for the construction of theme parks and conduct coordinated research on the construction and development of theme parks in their respective regions. Appropriate departments of the Central Government should strengthen oversight in industry guidance and publicity direction.
