The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR) was adopted at the 20th session of the Standing Committee of the 13th NPC on June 30. President Xi Jinping signed a presidential order to promulgate the law, which goes into effect from the date of promulgation.
With 66 articles in six chapters, the law clearly defines the duties and government bodies of the HKSAR in safeguarding national security and also specifies four categories of offences - secession, subversion, terrorist activities, and collusion with a foreign country or external entities to endanger national security, and their corresponding penalties, as well as jurisdiction, applicable law and procedures. This enactment aims to establish the legal regime and enforcement mechanism of the HKSAR for safeguarding national security.
Upon promulgation, the Standing Committee of the NPC decided to list the law in Annex III of the Basic Law of HK, on the afternoon of June 30, for the purpose of promulgation and enforcement locally after legally consulting relevant departments in accordance with the Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanisms.
