On July 31, 2020, the General Office of the State Council issued the Opinions on Supporting Flexible Employment through Multiple Channels. The Opinions provide policies and measures from three aspects. First, the increased channels will be opened up to bolster flexible employment. Self-employed businesses in small-scale will be encouraged. Key populations including laid-off workers, college graduates, rural migrant workers, and those with employment difficulties who engage in self-employed business will receive guaranteed loans, tax relief, start-up subsidies, and other support. The Opinions call for more efforts to be made to create more part-time jobs, bolster new forms of employment, and promote the development of such sectors as online retailing, smart mobility, online education and training, telemedicine and online entertainment. Second, the Opinions urge creating a sound environment for boosting entrepreneurial activities. Government agencies should strengthen their services for approval and administration and work together with other departments to provide one-stop examination and approval services for handling of industry access permits. The Opinions require cancelling some charges involved in flexible employment and exempting operators from running a business in designated roadside areas. The policy of cutting rents on state-owned real estate for certain periods should be implemented. Third, the Opinions require strengthening safeguards for flexible employment by bringing flexible employees into the scope of entrepreneurial training, providing them with occupational training subsidies and living allowances during the training period according to regulations, incorporating the supply and demand information of self-employment into public services, and publishing the relevant information free of charge. Besides, policy protecting platform workers will be developed. No delinquent payments are allowed. The flexible employees, if they meet the relevant standards, will enjoy subsistence allowances and temporary relief.
