Recently, the General Office of the State Council issued the Notice on Further Intensifying Efforts to Assist Small and Medium-Sized Enterprises (SMEs) in Alleviating Difficulties. The Notice calls for increasing support for bailout funds. Local governments are encouraged to arrange for bailout funds for SMEs, and further promote reduction of taxes and fees. The issuance of continuation policies after the expiration of some preferential policies for enterprises at appropriate time shall be studied. For the severely influenced SMEs, the support for working capital loans should be strengthened. The Notice emphasizes that more efforts should be made to ease the upward pressure on costs. Illegal activities such as hoarding for profit and price gouging should be severely cracked down on. Power guarantee should be strengthened. Orderly power use should be scientifically implemented, and off-peak power use shall be rationally arranged to ensure safe and stable supply of energy. The Notice supports the stabilizing and expanding of positions and the matching of employment supply and demand information. The payment of SMEs shall be guaranteed. Special actions to review the outstanding accounts of SMEs should be continuously taken. Efforts shall be made to expand market demand. Investment in people's livelihood and new infrastructure construction should be increased, and large-scale enterprises are encouraged to expand the scale of procurement from SMEs.
