The Supreme People's Court (SPC) has recently issued Some Opinions on Establishing and Refining the Mechanism for Internal Exchange of Court Staff.
To refine the mechanism for judges' exchange, the document lays down the ways for varied exchanges and the procedures for judges certified in courts at different levels. It also makes clear that the cadres holding temporary titles in a court should not cost the quota of judges there, and will automatically leave their posts when the temporary cadres exchange is over.
With a view to selecting and cultivating more outstanding young cadres, the document further defines the criterion for rating exchanges among judges, judicial assistants, and administrative staff, as well as exchange between law assistants and administrative staff while providing for the refinement of internal temporary exchange mechanism.
To further expand the channel for cadres' development and cultivate especially the high-quality inter-disciplinary talents who know not only case trial but also administration and management, the document stipulates that a cadre in the trial division can serve as a leadership temporarily in the general office to achieve a self-improvement by working in various posts, and a cadre in the general office can also serve as a leadership in the trial division through selection and appointment or exchange, and can be rewarded with relevant title in law according to legal procedures if he or she meets the qualification for a judge as provided for in the Law on Judges.
