The Administrative Measures for the Protection of Grand Canal Heritage, as deliberated and adopted at the executive meeting of the Ministry of Culture on July 27, 2012, is hereby issued and shall come into force on October 1, 2012.

《大運河遺產保護管理辦法》已經2012年7月27日文化部部務會議審議通過，現予公布，自2012年10月1日起施行。

大運河遺產保護管理辦法

Article 1 In order to strengthen the protection of the Grand Canal Heritage, regulate the acts of utilizing the Grand Canal Heritage and promote the comprehensive, coordinated and sustainable economic and social development along the Grand Canal, these Measures are formulated in accordance with the Cultural Relics Protection Law of the People's Republic of China.
| | 第一條 為加強對大運河遺產的保護，規範大運河遺產的利用行為，促進大運河沿線經濟社會全面協調可持續發展，根據《中華人民共和國文物保護法》，制定本辦法。

Article 2 The “Grand Canal Heritage” as mentioned in these Measures includes the Sui and Tang Grand Canal, the Beijing-Hangzhou Grand Canal, the hydraulic remains of the Eastern Zhejiang Canal, all associated historical relics, historic blocks and towns and villages, as well as the associated environmental landscapes and things of this type.
The hydraulic facilities of the Grand Canal constructed in modern times which are culturally representative and are of outstanding value also fall into the category of the Grand Canal Heritage as mentioned in these Measures.
| | 第二條 本辦法所稱大運河遺產，包括隋唐運河、京杭大運河、浙東運河的水工遺存，各類伴生曆史遺存、曆史街區村鎮，以及相關聯的環境景觀等。
近代以來興建的大運河水工設施，凡具有文化代表性和突出價值的，屬于本辦法所稱的大運河遺產。

Article 3 The protection of the Grand Canal Heritage shall be based on the principle of unified planning, level-by-level accountability, sectional management, and adherence to the authenticity, and integrity and continuity shall be implemented in accordance with the relevant provisions of the national laws, administrative regulations and these Measures.
| | 第三條 大運河遺產保護實行統一規劃、分級負責、分段管理，堅持真實性、完整性、延續性原則，依照國家有關法律、行政法規和本辦法的規定執行。

Article 4 The Grand Canal Protection and Inter-Ministerial Consultation Group of Provinces Applied for the List of World Heritage established by the State shall coordinate significant issues in the protection of the Grand Canal Heritage and solve major problems by consultation.
The competent departments under the State Council in charge of cultural relics shall direct the overall protection of the Grand Canal Heritage and cooperate with the competent departments under the State Council in charge of land resources, environmental protection, transportation, water conservancy and other departments to carry out related work within the scope of their duties and in accordance with law.
The competent departments of the local people's governments above the county level in charge of cultural relics along the Grand Canal shall be responsible for the Grand Canal Heritage protection work within their administrative areas, cooperate with other relevant authorities to carry out the work in accordance with law and include the Grand Canal Heritage protection expenditures into the fiscal budgets at the corresponding level.
| | 第四條 國家設立的大運河保護和申遺省部際會商小組，協調大運河遺產保護中的重大事項，會商解決重大問題。
國務院文物主管部門主管大運河遺產的整體保護工作，並與國務院國土、環保、交通、水利等主管部門合作，依法在各自的職責範圍內開展相關工作。
大運河沿線縣級以上地方人民政府文物主管部門，負責本行政區域內的大運河遺產保護工作，依法與其他相關主管部門合作開展工作，並將大運河遺產保護經費納入本級財政預算。

Article 5 The State encourages citizens, legal persons and other organizations to participate in the protection of the Grand Canal Heritage.

公民、法人和其他組織可以通過捐贈等方式設立大運河遺產保護基金，用于大運河遺產保護。大運河遺產保護基金的募集、使用和管理，依照國家有關法律、行政法規的規定執行。
