| Implementation Plan for Accelerating the Establishment of a Unified and Standardized Statistical and Accounting System for Carbon Emissions | | 关于加快建立统一规范的碳排放统计核算体系实施方案 |
| Statistics on and accounting of carbon emissions act as an important foundation for achieving carbon dioxide peaking and carbon neutrality and an important basis for developing policies, advancing the work, conducting assessments, negotiating and performing contracts. For the purposes of implementing the arrangements and requirements of the Working Guidance of the CPC Central Committee and the State Council for Carbon Dioxide Peaking and Carbon Neutrality in Full and Faithful Implementation of the New Development Philosophy and the Action Plan for Carbon Dioxide Peaking before 2030, this Plan is developed to accelerate the establishment of a unified and standardized statistical and accounting system for carbon emissions. | | 碳排放统计核算是做好碳达峰碳中和工作的重要基础，是制定政策、推动工作、开展考核、谈判履约的重要依据。为贯彻落实《中共中央国务院关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》和《2030年前碳达峰行动方案》部署要求，加快建立统一规范的碳排放统计核算体系，制定本方案。 |
| I. Overall Requirements | | 一、总体要求 |
| (1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the spirit of the 19th CPC National Congress and all the plenary sessions of the 19th CPC Central Committee shall be thoroughly implemented; the major strategies and decisions of the CPC Central Committee and the State Council on carbon dioxide peaking and carbon neutrality shall be fully implemented; the new development philosophy shall be implemented in a complete, accurate and all-round manner and a new development paradigm shall be fostered at the new development stage to boost high-quality development; the system-based thinking shall be upheld to accelerate the establishment of a unified and standardized statistical and accounting system for carbon emissions; and working mechanisms shall be improved to establish scientific accounting methods and obtain the overall information on China's carbon emissions so as to provide solid data support and basic guarantee for achieving carbon dioxide peaking and carbon neutrality and promoting green transition in all respects of economic and social development. | | （一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届历次全会精神，深入贯彻习近平生态文明思想，全面贯彻落实党中央、国务院关于碳达峰碳中和的重大战略决策，立足新发展阶段，完整、准确、全面贯彻新发展理念，构建新发展格局，推动高质量发展，坚持系统观念，加快建立统一规范的碳排放统计核算体系，完善工作机制，建立科学核算方法，系统掌握我国碳排放总体情况，为统筹有序做好碳达峰碳中和工作、促进经济社会发展全面绿色转型提供坚实的数据支撑与基础保障。 |

| —Adhering to acting based on the actual circumstances. Based on China's actual conditions and work foundations and by centering on characteristics of the work concerning carbon dioxide peaking and carbon neutrality and objectives and tasks at each stage, the establishment of a unified and standardized statistical and accounting system for carbon emissions shall be accelerated. | | ——坚持从实际出发。立足于国情实际和工作基础，围绕我国碳达峰碳中和工作的阶段特征和目标任务，加快建立统一规范的碳排放统计核算体系。 |
| —Adhering to systematic advancement. The unified leadership over the statistics on and accounting of carbon emissions by the Leading Group for the Work Concerning Carbon Dioxide Peaking and Carbon Neutrality shall be enhanced, the work mechanism shall be rationalized, and the work processes shall be optimized to form a collaborative and efficient work pattern in which everyone performs its own duties. | | ——坚持系统推进。加强碳达峰碳中和工作领导小组对碳排放统计核算工作的统一领导，理顺工作机制，优化工作流程，形成各司其职、协同高效的工作格局。 |
| —Adhering to being problem-orientated. By focusing on the prominent difficulties and challenges facing the statistics on and accounting of carbon emissions, in-depth analysis and scientific planning shall be made to give impetus to the improvement of weaknesses and increase of support and enhancement of guarantees so as to lay a solid foundation for work. | | ——坚持问题导向。聚焦碳排放统计核算工作面临的突出困难挑战，深入分析、科学谋划，推动补齐短板弱项、强化支撑保障，筑牢工作基础。 |
| —Adhering to scientific application. By learning from mature international experience, in full consideration of the characteristics of China's national conditions, and under the principle of “giving priority to what is urgently needed and starting with the easier tasks before moving on to the more difficult ones,” various carbon emission statistical and accounting methods at all levels shall be developed in a orderly manner so as to realize complete systems, unified methods and standardized forms. | | ——坚持科学适用。借鉴国际成熟经验，充分结合我国国情特点，按照急用先行、先易后难的顺序，有序制定各级各类碳排放统计核算方法，做到体系完备、方法统一、形式规范。 |
| II. Main Objectives | | 二、主要目标 |
| By 2023, a departmental collaboration mechanism featuring clear duties, definite division of work and smooth connection will be basically established, the relevant statistical foundations will be further strengthened, the work concerning carbon emission statistics and accounting in various industries will be moved forward in a steady manner, carbon emission data's capacity to support various tasks concerning carbon dioxide peaking and carbon neutrality will be significantly enhanced, and a unified and standardized statistical and accounting system for carbon emissions will be initially established. | | 到2023年，职责清晰、分工明确、衔接顺畅的部门协作机制基本建立，相关统计基础进一步加强，各行业碳排放统计核算工作稳步开展，碳排放数据对碳达峰碳中和各项工作支撑能力显著增强，统一规范的碳排放统计核算体系初步建成。 |
