Chapter I General Provisions
| | 第一章 总则
|
Article 1 For purposes of improving the professional level of the accreditation of foreign (overseas) academic diplomas or degree certificates (hereinafter referred to as the “academic accreditation”) and guaranteeing that such academic accreditation is conducted in a scientific, accurate, continuous, and authoritative manner, these Procedures and Standards for Accreditation (hereinafter referred to as these “Standards”) are hereby formulated according to the laws and regulations of the People's Republic of China (hereinafter referred to as "China") and the relevant provisions and policies of the education administrative department of the State Council of China.
| | 第1条 为提高国（境）外学历学位认证（简称“学历认证”）的专业化水平，保证学历认证的科学性、准确性、连续性和权威性，依据有关的中华人民共和国（“中国”）法律、法规和中国国务院教育行政部门的有关规定和政策，特制定本评估程序和标准（简称“本标准”）。

Article 2 The term “academic diplomas or degree certificates” as mentioned in these Standards refers to both academic and professional diplomas or degree certificates that are issued by higher education institutions as defined in the Regional Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and the Pacific.
| | 第2条 本标准所指学历学位证书为《亚洲和太平洋地区承认高等教育学历、文凭与学位的地区公约》所定义的高等教育机构颁发的学术性和专业性学历学位证书。

Article 3 These Standards shall apply to the accreditation of the following certificates by the Chinese Service Center for Scholarly Exchange of the Ministry of Education (hereinafter referred to as the “accreditation institution”):
| | 第3条 本标准适用于教育部留学服务中心（简称“认证机构”）对下述证书的认证：
|
(1) the corresponding academic diplomas or degree certificates or higher education diplomas that are obtained by studying formal courses at a foreign university or other higher education institution;
| | 1.在外国大学或其他高等教育机构攻读正规课程所获相应学历学位证书或高等教育文凭；
|
(2) the foreign (overseas) academic diplomas or degree certificates that are obtained by studying at a Sino-foreign cooperative education institution (program) approved by the education administrative department of the State Council of China; and the foreign (overseas) higher education diplomas that are obtained by studying at a Sino-foreign cooperative education institution (program) of specialized higher education or non-diploma higher education that is approved by the people's government of a province, autonomous region, or municipality directly under the Central Government of China, and filed with the education administrative department of the State Council of China;
| | 2.在经中国国务院教育行政部门批准的中外合作办学机构（项目）学习所获国（境）外学历学位证书，在经中国各省、自治区、直辖市人民政府审批，并报中国国务院教育行政部门备案的高等专科教育、非学历高等教育的中外合作办学机构（项目）学习所获国（境）外高等教育文凭；
|
(3) the corresponding academic diplomas or degree certificates or higher education diplomas that are obtained by studying formal courses at a university or other higher education institution in the Macao Special Administrative Region of China and Taiwan region according to the spirit of Chinese laws and the relevant documents of the education administrative department of the State Council of China; and academic diplomas or degree certificates at or above the bachelor's degree that are obtained by studying formal courses at a university or other higher education institution in the Hong Kong Special Administrative Region of China.
| | 3.据中国法律和中国国务院教育行政部门有关文件精神，在中国澳门特别行政区及台湾地区大学或其他高等教育机构攻读正规课程所获相应学历学位证书或高等教育文凭。在中国香港特别行政区大学或其他高等教育机构攻读正规课程所获学士以上（含学士）层次的学历学位证书。

Article 4 The academic accreditation aims at implementing the Chinese government's policies on studying abroad, promoting the international exchange on education, and performing the obligations that China should undertake in the relevant international conventions and bilateral (multilateral) agreements; at the same time, satisfying the actual needs of the holders of foreign (overseas) academic diploma and degree certificates or higher education diplomas in taking school entrance examinations, obtaining employment, and participating in various professional qualification examinations in China; and providing basis and the relevant advisory opinions for Chinese employers and entities of recruitment to identify foreign (overseas) academic diploma and degree certificates and higher education diplomas.
| | 第4条 学历认证工作旨在落实中国政府的留学政策，促进教育国际交流，履行中国在有关国际公约和双边（多边）协议中应承担的义务；同时，也为了满足国（境）外学历学位证书、高等教育文凭获得者在中国升学、就业及参加各类专业资格考试等实际需求；并为中国境内用人和招生单位鉴别国（境）外学历学位证书及高等教育文凭提供依据和相关咨询意见。

Article 5 The academic accreditation mainly includes:
| | 第5条 学历认证的主要内容为：
|
(1) identifying the legality of the institution that issues a foreign (overseas) academic diploma or degree certificate or a higher education diploma;
| | 1.鉴别国（境）外学历学位证书或高等教育文凭颁发机构的合法性；
|
(2) identifying the authenticity of the academic diploma or degree certificate that is issued by a foreign (overseas) university or other higher education institution, or the authenticity of the higher education diploma that has the effectiveness of an academic degree;
| | 2.甄别国（境）外大学或其他高等教育机构颁发的学历学位证书，或具有学位效用的高等教育文凭的真实性；
|
(3) putting forward accreditation advisory opinions on the corresponding relationship between a foreign (overseas) academic diploma or degree and a Chinese academic diploma or degree; and
| | 3.对国（境）外学历学位与我国学历学位的对应关系提出认证咨询意见；
|
(4) issuing a written accreditation certificate (hereinafter referred to as the “written accreditation”) for a foreign (overseas) academic diploma or degree certificate or a higher education diploma that has passed the accreditation and appraisal.
| | 4.为通过认证评估的国（境）外学历学位证书或高等教育文凭出具书面认证证明（简称“认证书”）。

Article 6 The academic accreditation shall observe the relevant Chinese laws and regulations and comply with the relevant Chinese policies and regulations on education.
| | 第6条 学历认证须遵守有关的中国法律、法规，并与中国有关教育政策和规定相符。
|
Article 7 The academic accreditation shall be mainly conducted upon application of the relevant entities or the holders of foreign (overseas) academic diploma and degree certificates or higher education diplomas, and it is an act of free will of the applicant.
| | 第7条 学历认证主要依照有关单位、国（境）外学历学位证书或高等教育文凭获得者的申请进行，属于申请者的自愿行为。

Article 8 In the academic accreditation, the accreditation institution shall make relatively authoritative professional statements only on an applicant's previous learning experience and the foreign (overseas) academic diploma or degree certificate or higher education diploma that has been obtained in order to intensify the credibility, and shall not directly create any new right or obligation for the holder of such certificate.
| | 第8条 学历认证仅针对申请者过往的学习经历及已获国（境）外学历学位证书或高等教育文凭做出相对权威的专业性陈述，以增强其可信度，不直接对证书获得者创设任何新的权利或者义务。

Article 9 In the academic accreditation, the accreditation institution shall only issue accreditation conclusions on the foreign (overseas) academic diploma or degree certificate or higher education diploma that is obtained by an applicant, and the academic accreditation will not constitute a quality accreditation on the foreign (overseas) education institution or the courses studied by the applicant.
| | 第9条 学历认证仅针对申请者所获得的国（境）外学历学位证书或高等教育文凭出具认证结果，不构成对其所就读的国（境）外教育机构或课程的质量认证。

Article 10 The accreditation institution shall publicize these Standards.
| | 第10条 认证机构向社会公布本标准。

Chapter II Procedures for Accreditation and Appraisal
| | 第二章 认证评估程序
|
Article 11 For the accreditation of a foreign (overseas) academic diploma or degree certificate or a higher education diploma, an application may be filed by submitting online accreditation information and written materials. The accreditation of a foreign (overseas) academic diploma or degree certificate or a higher education diploma that is issued by a Sino-foreign cooperative education institution (program) shall, for the present, adopt the application means of submitting written materials.
| | 第11条 国（境）外学历学位证书及高等教育文凭认证实行网上提交认证信息和书面材料提交相结合的申请方式。中外合作办学机构（项目）所颁发的国（境）外学历学位证书及高等教育文凭认证暂实行书面材料提交的申请方式。

Article 12 After submitting written application materials for academic accreditation, an applicant shall receive a corresponding confirmation notice.
| | 第12条 在提交学历认证的书面申请材料后，申请者会收到相应的确认通知。
|
Article 13 The accreditation institution shall notify the applicant of the time required by the academic accreditation and appraisal. Where accreditation conclusions fail to be issued within the required time for any reason, the applicant shall be notified.
| | 第13条 认证机构需告知申请者学历认证评估所需时间。如因故不能在所需时间内出具认证结果，应通知申请者。

Article 14 In order to guarantee the scientificity and authoritativeness of the academic accreditation, the accreditation institution shall, based on the Chinese education and academic diploma framework as the benchmark, develop and use the accreditation and appraisal instruments that are operatable.
| | 第14条 为保证学历认证的科学性和权威性，认证机构应以中国教育和学历框架体系为基准，开发并使用具有可操作性的认证评估工具。

Article 15 The application materials for academic accreditation that the applicant needs to submit may be different due to the diversities and complexities of the education systems, diploma frameworks, types of education institutions, and varieties of academic diploma and degree certificates and higher education diplomas in each country. However, under any circumstance, the applicant shall provide the original of the academic diploma or degree certificate or the higher education diploma that is to be accredited, and the Chinese version thereof.
