The Several Provisions of the Supreme People's Court on Announcement of the List of Dishonest Persons subject to Enforcement, as adopted at the 1,582nd session of the Judicial Committee of the Supreme People's Court on July 1, 2013, are hereby issued and shall come into force on October 1, 2013. 《最高人民法院关于公布失信被执行人名单信息的若干规定》已于2013年7月1日由最高人民法院审判委员会第1582次会议通过,现予公布,自2013年10月1日起施行。

Several Provisions of the Supreme People's Court on Announcement of the List of Dishonest Persons subject to Enforcement 最高人民法院关于公布失信被执行人名单信息的若干规定
(Interpretation No. 17 [2013] of the Supreme People's Court, adopted at the 1,582nd session of the Judicial Committee of the Supreme People's Court on July 1, 2013) (法释〔2013〕17号 2013年7月1日最高人民法院审判委员会第1582次会议通过)
In order to promote the voluntary performance of obligations determined in effective legal instruments by persons subject to enforcement, and boost the building of the social credit system, these Provisions are formulated in accordance with the provisions of the Civil Procedure Law of the People's Republic of China and in light of the work actualities of people's courts. 为促使被执行人自觉履行生效法律文书确定的义务,推进社会信用体系建设,根据《中华人民共和国民事诉讼法》的规定,结合人民法院工作实际,制定本规定。
Article 1 Where any person subject to enforcement has the ability but fails to perform obligations determined in an effective legal instrument, and falls under any of the following circumstances, a people's court shall include him or it in a list of dishonest persons subject to enforcement and impose credit-related punishment thereon according to law:   第一条 被执行人具有履行能力而不履行生效法律文书确定的义务,并具有下列情形之一的,人民法院应当将其纳入失信被执行人名单,依法对其进行信用惩戒:
(1) Obstructing or resisting enforcement by forged evidence, violence, threat or any other method. (一)以伪造证据、暴力、威胁等方法妨碍、抗拒执行的;
(2) Evading enforcement by fraudulent litigation or false arbitration, concealment or transfer of property or any other method. (二)以虚假诉讼、虚假仲裁或者以隐匿、转移财产等方法规避执行的;
(3) Violating the property reporting system. (三)违反财产报告制度的;
(4) Violating the Order on Restriction of High Consumption. (四)违反限制高消费令的;
(5) A person subject to enforcement refuses to perform the enforcement reconciliation agreement without any justifiable reasons. (五)被执行人无正当理由拒不履行执行和解协议的;
(6) Any other circumstance under which any person subject to enforcement has the ability but fails to perform the obligations determined in an effective legal instrument. (六)其他有履行能力而拒不履行生效法律文书确定义务的。
Article 2 The Notice of Enforcement issued by a people's court to persons subject to enforcement shall make risk prompts on being included in a list of dishonest persons subject to enforcement.   第二条 人民法院向被执行人发出的《执行通知书》中,应当载明有关纳入失信被执行人名单的风险提示内容。
