国家发展改革委关于印发《中国清洁发展机制基金赠款项目结题验收暂行办法》的通知

国家应对气候变化领导小组成员单位，各省、自治区、直辖市和新疆生产建设兵团发展改革委：

为进一步规范中国清洁发展机制基金赠款项目管理，根据《中国清洁发展机制基金管理办法》和《中国清洁发展机制基金赠款项目管理办法》规定，我委组织制定了《中国清洁发展机制基金赠款项目结题验收暂行办法》，经中国清洁发展机制基金审核理事会第20次会议审核通过。现印发你们，请按照执行。

附件：

中国清洁发展机制基金赠款项目结题验收暂行办法

　　第一条　为做好中国清洁发展机制基金赠款项目管理工作，确保赠款项目质量，切实发挥基金支持应对气候变化工作的作用，特制定本办法。

　　第二条　所有中国清洁发展机制基金资助的赠款项目，均应在执行完毕后及时接受验收，办理结题手续。

　　第三条　国家发展改革委应对气候变化司会同组织申报赠款项目的国务院有关部门和省级发展改革部门开展项目结题验收工作。

　　第四条　开展结题验收的依据是《中国清洁发展机制基金赠款项目管理办法》，《中国清洁发展机制基金财务管理办法》，《赠款项目管理手册》，国家发展和改革委员会应对气候变化司、项目组织申报单位、中国清洁发展机制基金管理中心和项目实施机构共同签署的项目合同，以及国家发展改革委应对气候变化司批准调整项目相关内容的文件等。

　　第五条　提出结题验收申请的项目必须满足以下条件：

（一）已按照项目合同要求提交项目启动报告和中期进展报告等材料；

（二）已按照项目合同要求完成各项任务。

　　第六条　项目实施机构应在项目满足结题验收条件后及时向项目组织申报单位提出对项目进行结题验收的申请，同时提交项目执行报告、经审计的项目财务决算报告、项目成果。
