| The Several Provisions on the Case Numbers of Cases in the People's Courts (hereinafter referred to as the “Provisions”) and the Supporting Standards, as adopted at the 1,645th meeting of the Judicial Committee of the Supreme People's Court, are hereby issued. | | 最高人民法院审判委员会第1645次会议审议通过《关于人民法院案件案号的若干规定》（以下简称《规定》）及配套标准，现予以印发。 |

| Several Provisions on the Case Numbers of Cases in the People's Courts | | 关于人民法院案件案号的若干规定 |
| For the purpose of regulating the assignment, use and administration of case numbers of cases in the people's courts in a uniform manner, these Provisions are hereby developed in accordance with the provisions of relevant laws, administrative regulations, judicial interpretations and regulatory documents of the Supreme People's Court, and in light of the actual work circumstances. | | 为统一规范人民法院案件案号的编制、使用与管理，根据有关法律、行政法规、司法解释及最高人民法院规范性文件规定，结合工作实际，制定本规定。 |
| I. General Provisions | | 一、一般规定 |
| Article 1 For the purpose of these Provisions, the term “case number” means a simple identifier used to distinguish between the types of cases handled by courts at all levels and the order in which the cases are handled, which consists of Chinese characters, Arabic numerals and parentheses. | | 第一条 本规定所称的案号是指用于区分各级法院办理案件的类型和次序的简要标识，由中文汉字、阿拉伯数字及括号组成。 |
| Article 2 The basic elements of a case number are the year of case acceptance, the court code, the type code and the case code. | | 第二条 案号的基本要素为收案年度、法院代字、类型代字、案件编号。 |
| The year of case acceptance is the natural calendar year of case acceptance and is expressed in Arabic numerals. | | 收案年度是收案的公历自然年，用阿拉伯数字表示。 |
| The court code is a simplified identifier for the court handling a case and is expressed in Chinese characters and Arabic numerals. | | 法院代字是案件承办法院的简化标识，用中文汉字、阿拉伯数字表示。 |
| The type code is the abbreviation of the type of a case and is expressed in Chinese characters. | | 类型代字是案件类型的简称，用中文汉字表示。 |
| The case code is a serial number for case acceptance and is expressed in Arabic numerals. | | 案件编号是收案的次序号，用阿拉伯数字表示。 |
| Article 3 The rule for arranging the basic elements of the case number is: “(” + year of case acceptance + “)” + court code + type code + case code + the Chinese character “Hao.” | | 第三条 案号各基本要素的编排规格为：“（”＋收案年度＋“）”＋法院代字＋类型代字＋案件编号＋“号”。 |
| The case number assigned to each case shall be unique. | | 每个案件编定的案号均应具有唯一性。 |
| II. Court Codes | | 二、法院代字 |
| Article 4 The court code for the Supreme People's Court consists of the Chinese characters “Zui Gao Fa.” | | 第四条 最高人民法院的法院代字为“最高法”。 |
| The court code for the higher people's court of a province, an autonomous region or a municipality directly under the Central Government shall be consistent with the administrative division abbreviation of the province, autonomous region or municipality directly under the Central Government where it is located, unless it falls under the circumstances set out in paragraph 3. | | 各省、自治区、直辖市高级人民法院的法院代字与其所在省、自治区、直辖市行政区划简称一致，但第三款规定情形除外。 |
| The court codes for the Higher People's Court of the Inner Mongolia Autonomous Region, the Military Court of the People's Liberation Army and the Production and Construction Corps Branch of the Higher People's Court of Xinjiang Uygur Autonomous Region shall consist of the Chinese characters “Nei,” “Jun” and “Bing” respectively. | | 内蒙古自治区高级人民法院、中国人民解放军军事法院、新疆维吾尔自治区高级人民法院生产建设兵团分院的法院代字分别为“内”“军”“兵”。 |
| Article 5 The court code for an intermediate people's court or a basic people's court shall consist of the court code for the higher people's court to which it is subordinate and its numeric code respectively. | | 第五条 中级、基层法院的法院代字，分别由所属高院的法院代字与其数字代码组合而成。 |
| The numeric code for an intermediate people's court or a basic people's court shall be expressed in a two-digit Arabic numeral or a four-digit Arabic numeral respectively, and be determined in accordance with the following rules: | | 中级、基层法院的数字代码，分别由两位、四位阿拉伯数字表示，并按下列规则确定： |
| (1) The numeric code for an intermediate people's court established by a province or an autonomous region based on a prefecture-level city, region, autonomous prefecture, league or any other prefecture-level administrative division, or a basic people's court established based on a county, autonomous county, county-level city, banner, autonomous banner, municipal district, forest area, special zone or any other county-level administrative division shall be consistent with the two digits in the middle or the last four digits of the relevant administrative division code (i.e., the six-digit three-level group classification code) respectively. | | （一）各省、自治区按地级市、地区、自治州、盟等地级行政区划设置的中级法院和按县、自治县、县级市、旗、自治旗、市辖区、林区、特区等县级行政区划设置的基层法院，数字代码分别与其相应行政区划代码（即三层六位层次码）的中间两位、后四位数字一致； |
| (2) The numeric code for an intermediate people's court within the jurisdiction of a municipality directly under the Central Government, the Military Court of the People's Liberation Army or the Production and Construction Corps Branch of the Higher People's Court of Xinjiang Uygur Autonomous Region shall be determined within the range of 01 to 20. | | （二）直辖市、中国人民解放军军事法院、新疆维吾尔自治区高级人民法院生产建设兵团分院所辖的中级法院，数字代码均按01－20确定； |
| (3) The numeric code for a special intermediate railway, maritime, intellectual property rights, oil field, forestry or reclamation area court within the jurisdiction of the higher people's court of a province, an autonomous region or a municipality directly under the Central Government, an intermediate people's court across administration divisions within the jurisdiction of the higher people's court of a province or an autonomous region, or an intermediate people's court corresponding to the people's court of a county-level administrative division directly under a province (or an autonomous region) shall be determined within the range of 71, 72, 73, 74, 75 to 80, 81 to 85, 87 to 95 or 96 to 99 respectively. | | （三）省、自治区、直辖市高级人民法院所辖的铁路、海事、知识产权、油田、林业、农垦专门中级法院，各省、自治区高级人民法院所辖的跨行政区划中级法院以及为省（自治区）直辖县级行政区划人民法院对应设立的中级法院，数字代码分别按71、72、73、74、75－80、81－85，87－95以及96－99确定； |
| (4) The first two digits of the numeric code for a basic people's court within the jurisdiction of the Military Court of the People's Liberation Army or the Production and Construction Corps Branch of the Higher People's Court of Xinjiang Uygur Autonomous Region, or a basic railway, oil field, forestry or reclamation area court subordinate to a special intermediate railway, oil field, forestry or reclamation area court within the jurisdiction of the same higher people's court shall be consistent with the numeric code for the intermediate court, and the last two digits shall be determined within the range of 01 to 40. | | （四）中国人民解放军军事法院和新疆维吾尔自治区高级人民法院生产建设兵团分院所辖的基层法院，以及在同一高院辖区内铁路、油田、林业、农垦专门中级法院所辖的铁路、油田、林业、农垦基层法院，数字代码的前两位与其中院数字代码一致，后两位均按01－40确定； |
| (5) Where a prefecture-level city has no county-level administrative divisions, the first two digits of the numeric code for a basic people's court within the jurisdiction of the intermediate people's court of the city shall be consistent with the numeric code for the intermediate people's court, and the last two digits shall be determined within the range of 71 to 80. | | （五）地级市未设县级行政区划单位时，该市中级法院所辖基层法院的数字代码，前两位与该中院数字代码一致，后两位按71－80确定； |
