《国务院部门权力和责任清单编制试点方案》已经党中央、国务院同意，现印发给你们，请认真贯彻执行。

国务院部门权力和责任清单编制试点方案

推行政府部门权力和责任清单制度是党的十八届三中、四中全会部署的重要改革任务，是国家治理体系和治理能力现代化建设的重要举措，对于深化行政体制改革，建设法治政府、创新政府、廉洁政府和服务型政府具有重要意义。根据党中央、国务院的部署和要求，现就开展国务院部门权力和责任清单编制试点工作，制定以下方案。

　　一、基本要求

（一）工作目标。

按照简政放权、放管结合、优化服务和转变政府职能要求，以清单形式列明试点部门的行政权责及其依据、行使主体、运行流程等，推进行政权责依法公开，强化行政权力监督和制约，防止出现权力真空和监管缺失，加快形成边界清晰、分工合理、权责一致、运转高效、依法保障的政府职能体系。要把加强党的领导、依法全面正确履行政府职能作为试点工作的基本遵循。通过开展试点，为全面推进国务院部门权力和责任清单编制工作探索经验。

（二）试点范围。

根据部门职责特点，确定在国家发展改革委、民政部、司法部、文化部、海关总署、税务总局、证监会开展试点。未列入试点范围的部门，可参照本方案先行做好本部门权责事项梳理，为下一步开展权责清单编制工作做好准备。
