| For purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council on the in-depth advancement of the "Internet plus government services" and as required by the Guiding Opinions of the State Council on Accelerating the Advancement of the Construction of National Integrated Online Government Service Platform (No. 27 [2018], State Council), profoundly advancing the cross-regional, inter-departmental, and cross-level application of electronic business licenses in the National Integrated Online Government Service Platform ("Integrated Platform"), the relevant matters are hereby announced as follows: | | 为贯彻落实党中央、国务院关于深入推进“互联网＋政务服务”工作的决策部署，按照《国务院关于加快推进全国一体化在线政务服务平台建设的指导意见》（国发〔2018〕27号）要求，深入推进电子营业执照在全国一体化在线政务服务平台（以下简称一体化平台）跨地区、跨部门、跨层级的应用，现就有关事项通知如下。 |

| All regions and the relevant departments of the State Council shall, in accordance with the requirements for the work relating to the Integrated Platform, achieve online "verification at one time, general availability through the network" of the identity of market participants and the sharing and re-use of the business licenses and the electronic documents and information on various permits of market participants, with the National Government Service Platform as the general hub, by promoting the application of electronic business licenses in the government service platforms of all regions and the relevant departments of the State Council, so as to facilitate market participants in handling matters and improve the efficacy of government services. The full and deep application of electronic business licenses in the Integrated Platform will have been achieved before the end of December 2019. | | 各地区和国务院有关部门要按照一体化平台工作要求，以国家政务服务平台为总枢纽，通过推动电子营业执照在各地区和国务院有关部门政务服务平台的应用，实现市场主体身份在线“一次验证、全网通用”、市场主体营业执照和各类证照电子文件及信息的共享复用，方便市场主体办事，提高政务服务效能。2019年12月底前实现电子营业执照在一体化平台全面深度应用。 |

| All regions and the relevant departments of the State Council shall, in accordance with standards, specifications, and work requirements related to the Integrated Platform, effectively promote the application of electronic business licenses. | | 各地区和国务院有关部门要按照一体化平台相关标准规范和工作要求，做好电子营业执照的应用推广工作。 |
| 1. Using electronic business licenses to achieve unified identity authentication for market participants by relying on the Unified Identity Authentication System of the Integrated Platform. The Unified Identity Authentication System of the National Government Service Platform is interfaced and integrated with the electronic business license system of the State Administration for Market Regulation, so that the market regulatory authorities provide support for the capability to authenticate the identity of market participants. The identity authentication systems of the government service platforms of all regions and the relevant departments of the State Council shall, by being interfaced with the Unified Identity Authentication System of the National Government Service Platform, provide market participants with user registration, real-name verification, identity authentication, single sign-on, and other services, solve problems such as market participants' repeated registration and verification in different regions and on different departments' government service platforms, and achieve "authentication at one time, general availability through the network" of market participants' identity in the Integrated Platform. | | （一）依托一体化平台统一身份认证系统，使用电子营业执照实现对市场主体的统一身份认证。国家政务服务平台统一身份认证系统对接集成了市场监管总局电子营业执照系统，由市场监管部门提供市场主体身份认证能力支撑。各地区和国务院有关部门政务服务平台身份认证系统要通过对接国家政务服务平台统一身份认证系统，为市场主体提供用户注册、实名验证、身份鉴别、单点登录等服务，解决市场主体在不同地区和部门的政务服务平台重复注册验证等问题，实现市场主体身份在一体化平台的“一次认证、全网通办”。 |
