| At present, a new round of scientific and technological revolution and industrial changes are booming around the world. The Industrial Internet, as product of deep integration of new-generation information technology with manufacturing, is increasingly becoming a key support for the new industrial revolution and an important cornerstone for deepening "Internet plus advanced manufacturing" and has an all-around, deep-level, and revolutionary impact on future industrial development. The Industrial Internet, by building network, platform, and security functional systems, building a new type of network infrastructure with people, machine, and things comprehensively interconnected, and forming emerging forms of business and application modes for intelligent development, is an important foundation for advancing the building of national strength in manufacturing and networks and a strong support for finishing the building of a moderately prosperous society in all respects and building a great modern socialist country. The following opinions are hereby offered in order to deepen the supply-side structural reform, advance the “Internet plus advanced manufacturing” in depth, and regulate and guide the development of China's Industrial Internet. | | 当前，全球范围内新一轮科技革命和产业变革蓬勃兴起。工业互联网作为新一代信息技术与制造业深度融合的产物，日益成为新工业革命的关键支撑和深化“互联网＋先进制造业”的重要基石，对未来工业发展产生全方位、深层次、革命性影响。工业互联网通过系统构建网络、平台、安全三大功能体系，打造人、机、物全面互联的新型网络基础设施，形成智能化发展的新兴业态和应用模式，是推进制造强国和网络强国建设的重要基础，是全面建成小康社会和建设社会主义现代化强国的有力支撑。为深化供给侧结构性改革，深入推进“互联网＋先进制造业”，规范和指导我国工业互联网发展，现提出以下意见。 |
| I. Basic situation | | 一、基本形势 |
| Currently, the innovative development of the Internet and the new industrial revolution converge at a historic moment. Developed countries are seizing the opportunity of a new round of industrial revolution to accelerate the arrangement of the Industrial Internet centering on core standards, technologies, and platforms and build a digitally-driven new industrial ecology, and the international competition among countries for participating in the development of the Industrial Internet is becoming increasingly fierce. China launched the Industrial Internet substantially at the same time as developed countries and has since made initial progress in framework, standards, testing, security, international cooperation, and other aspects, established the Alliance of Industrial Internet, a gathering of the government, enterprises, education institutions, and research institutes, released the Industrial Internet Architecture (Version 1.0) and the Industrial Internet Standard System (Version 1.0), among others, and witnessed the rising of a group of model platforms and enterprises. However, compared with developed countries, overall development and realistic foundation remain improvable, industry support capabilities are weak, there is relatively heavy dependence on external core technology and high-end products, the comprehensive capabilities of key platforms are weak, the system of standards is unsound, the level of digitalization and networking of enterprises needs improving, there is a lack of leading enterprises providing guidance, talent support and security guarantee capabilities are insufficient, and there remains a relatively considerable gap between the need to build national strength in manufacturing and networks. | | 当前，互联网创新发展与新工业革命正处于历史交汇期。发达国家抢抓新一轮工业革命机遇，围绕核心标准、技术、平台加速布局工业互联网，构建数字驱动的工业新生态，各国参与工业互联网发展的国际竞争日趋激烈。我国工业互联网与发达国家基本同步启动，在框架、标准、测试、安全、国际合作等方面取得了初步进展，成立了汇聚政产学研的工业互联网产业联盟，发布了《工业互联网体系架构（版本1.0）》、《工业互联网标准体系框架（版本1.0）》等，涌现出一批典型平台和企业。但与发达国家相比，总体发展水平及现实基础仍然不高，产业支撑能力不足，核心技术和高端产品对外依存度较高，关键平台综合能力不强，标准体系不完善，企业数字化网络化水平有待提升，缺乏龙头企业引领，人才支撑和安全保障能力不足，与建设制造强国和网络强国的需要仍有较大差距。 |
| It is of great significance to accelerate the construction and development of the Industrial Internet, promote the deep integration of the Internet, big data, artificial intelligence, and real economy, develop advanced manufacturing, and support the optimization and upgrading of traditional industries. On the one hand, the Industrial Internet is the key infrastructure of the new industrial revolution mainly characterized by digitalization, networking, and intelligentization, and accelerating its development is favorable to hastening the development of intelligent manufacturing, optimizing the allocation of production and service sources more sweepingly, efficiently, and precisely, furthering the transformation and upgrading of traditional industries, bringing about new technologies, forms of business, and modes, and providing new momentum for building national strength in manufacturing. The Industrial Internet is highly infiltrative and is able to extend beyond manufacturing and become infrastructure requisite for the network-enabled and intelligent upgrading of various industries and fields so as to achieve the extensive interconnection of upstream and downstream industries and different fields, connect “information island,” boost integration and sharing, and provide important support for safeguarding and improving people's livelihood. On the other hand, the development of the Industrial Internet is favorable to promoting the evolution and upgrading of network infrastructure, boosting the leap of web applications from virtuality to reality and from life to production, greatly expanding the space for the network economy, and providing new opportunities for advancing the building of national strength in networks. | The spirit of the 19th CPC National Congress shall be thoroughly implemented, Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be conscientiously studied and implemented, new development concepts shall be carried out, that quality comes first, and priority is given to benefits shall be adhered to, the supply-side structural reform shall be the main line, the full support for building national strength in manufacturing and networks shall be the aim, centering on promoting the deep integration of the Internet with the real economy, focusing on the development of intelligent and green advanced manufacturing, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, coordinated guidance shall be strengthened, the reform of simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services shall be deepened, the innovation-driven development strategy shall be profoundly implemented, network, platform, and security functional systems shall be built, and the supply capabilities of the Industrial Internet industry shall be enhanced. Industry application shall be promoted, security guarantees shall be tightened, the system of standards shall be improved, leading enterprises shall be nurtured, and the training of talents shall be accelerated so as to continually raise the development level of China's Industrial Internet. Three to five Industrial Internet platforms at international level will have been formed. The industry system will have been relatively sound, key core technologies will have been in possession, supply capabilities will have been significantly enhanced, and a group of leading enterprises with international competitiveness will have taken shape. Relatively robust and reliable security guarantee system for the Industrial Internet will have been basically established. | By the middle of this century, the network infrastructure for the Industrial Internet will have fully supported economic and social development, capabilities for the innovative development of the Industrial Internet, the technology industry system, and integrated application will have comprehensively reached the internationally advanced level, and comprehensive strength will have ranked high in the world. | | 到本世纪中叶，工业互联网网络基础设施全面支撑经济社会发展，工业互联网创新发展能力、技术产业体系以及融合应用等全面达到国际先进水平，综合实力进入世界前列。 |
| III. Main tasks | | 三、主要任务 |
| 1. Consolidating network foundation. | | （一）夯实网络基础。 |
| The improvement, upgrading, lower prices, and higher speeds of networks shall be promoted. Based on enterprises' demand for short-delay, highly reliable, and wide-coverage networks, the construction of industrial enterprise etranets and intranets shall be boosted. The construction and transformation of broadband network infrastructure shall be advanced at a faster pace, network coverage shall be expanded, and the national backbone network shall be optimized and upgraded. The Internet Protocol (“IP”)-enabled, flattening, and flexible technological improvement, construction and deployment of industrial enterprises' intranets shall be advanced. The application of new types of intelligent gateways shall be boosted, and the Internet Protocol version 6 (“IPv6”) shall be fully deployed. The construction of private lines connecting small- and medium-sized enterprises shall continue to be advanced. On the basis of accomplishing the task to increase the speeds and reduce the prices of networks as determined by the 2017 Government Work Report, network speeds shall be further boosted, prices shall be further lowered, and especially the prices of Private Internet Access for small- and medium-sized enterprises shall be considerably reduced. The opening of resources shall be strengthened, and the integrated development of medium- and large-sized enterprises shall be supported.
