| Chapter I General Provisions | | 第一章 总则 |
| Article 1 For the purposes of strengthening the administration of Internet users' account information, carrying forward the core socialist values, safeguarding national security and public interests, and protecting the legitimate rights and interests of citizens, legal persons and other organizations, these Provisions are developed in accordance with the Cybersecurity Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Administrative Measures for Internet Information Services, and other laws and administrative regulations. | | 第一条 为了加强对互联网用户账号信息的管理，弘扬社会主义核心价值观，维护国家安全和社会公共利益，保护公民、法人和其他组织的合法权益，根据《中华人民共和国网络安全法》、《中华人民共和国个人信息保护法》、《互联网信息服务管理办法》等法律、行政法规，制定本规定。 |
| Article 2 These Provisions shall apply to the registration, use, and administration of Internet users' account information by Internet users in Internet information service providers within the territory of the People's Republic of China. Where there are other provisions in any law or administrative regulation, such provisions shall prevail. | | 第二条 互联网用户在中华人民共和国境内的互联网信息服务提供者注册、使用互联网用户账号信息及其管理工作，适用本规定。法律、行政法规另有规定的，依照其规定。 |
| Article 3 The national cyberspace administration shall be responsible for the supervision and administration of the account information of Internet users throughout the country. | | 第三条 国家网信部门负责全国互联网用户账号信息的监督管理工作。 |
| Local cyberspace administrations shall be responsible for the supervision and administration of Internet users' account information within their respective administrative regions according to their duties. | | 地方网信部门依据职责负责本行政区域内的互联网用户账号信息的监督管理工作。 |
| Article 4 The registration and use of Internet users' account information by Internet users and the administration of such information by Internet information service providers shall abide by laws and regulations, follow public order and good customs and be honest and trustworthy, and shall not harm national security, social public interests, or the legitimate rights and interests of others. | | 第四条 互联网用户注册、使用和互联网信息服务提供者管理互联网用户账号信息，应当遵守法律法规，遵循公序良俗，诚实信用，不得损害国家安全、社会公共利益或者他人合法权益。 |
| Article 5 Relevant industry organizations shall be encouraged to strengthen industry self-regulation, establish and improve industry standards, industry guidelines and self-regulatory systems, and supervise and guide Internet information service providers in developing and improving their service standards and strengthening the security management of Internet users' account information, and providing services and accepting social supervision according to law. | | 第五条 鼓励相关行业组织加强行业自律，建立健全行业标准、行业准则和自律管理制度，督促指导互联网信息服务提供者制定完善服务规范、加强互联网用户账号信息安全管理、依法提供服务并接受社会监督。 |
| Chapter II Registration and Use of Account Information | | 第二章 账号信息注册和使用 |
| Article 6 An Internet information service provider shall, in accordance with the laws, administrative regulations and relevant provisions of the state, develop and publicize rules for the administration of Internet user accounts and platform conventions, sign service agreements with Internet users, and clarify the rights and obligations related to the registration, use, and administration of account information. | | 第六条 互联网信息服务提供者应当依照法律、行政法规和国家有关规定，制定和公开互联网用户账号管理规则、平台公约，与互联网用户签订服务协议，明确账号信息注册、使用和管理相关权利义务。 |
| Article 7 If the account information registered and used by an individual Internet user contains occupational information, the information shall be consistent with his or her actual profession. | | 第七条 互联网个人用户注册、使用账号信息，含有职业信息的，应当与个人真实职业信息相一致。 |
| The registration and use of account information by an institutional internet user shall be consistent with the name and logo of the institution, and with the nature, business scope, and industry type of the institution. | | 互联网机构用户注册、使用账号信息，应当与机构名称、标识等相一致，与机构性质、经营范围和所属行业类型等相符合。 |
| Article 8 An Internet user shall not register and use account information under the following circumstances: | | 第八条 互联网用户注册、使用账号信息，不得有下列情形： |
| (1) Violating Article 6 or 7 of the Provisions on Ecological Governance of Network Information Content; | | （一）违反《网络信息内容生态治理规定》第六条、第七条规定； |
| (2) Falsifying, counterfeiting, or fabricating the name or logo of a political party, a Party, government or military organ, an enterprise or public institution, a people's organization, or a social organization; | | （二）假冒、仿冒、捏造政党、党政军机关、企事业单位、人民团体和社会组织的名称、标识等； |
