This Plan is developed in accordance with the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Vision 2035 of the Beijing Municipality for the purposes of thoroughly implementing the innovation-driven development strategy, seizing the opportunities for a new round of technological and industrial reform, promoting innovative development of industries of the future, promoting the transformation of Beijing's advantages in education, science and technology, and talents into industrial advantages, and more effectively serving the high-quality development of the capital in the new era. | | 为深入贯彻实施创新驱动发展战略,抢抓新一轮科技和产业变革机遇,促进未来产业创新发展,推动北京教育、科技、人才优势转化为产业优势,更好服务新时代首都高质量发展,根据《北京市国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要》,制定本方案。 |

The leading role of enterprises in innovation shall be strengthened, and the laws of the industries and the market shall be respected. Industrial planning shall be strengthened, industrial policies improved, and industrial services upgraded. Division of labor and cooperation in the international scientific and technological industries shall be strengthened, cross-field and cross-organizational collaborative innovation shall be promoted, efficient integration of industrial, innovation, capital, and talent chains shall be promoted, and an innovation and business start-up ecology for industries of the future shall be built. II. Creating source of industries of the future in six major fields | | 二、面向六大领域,打造未来产业策源高地 |

In response to the future needs of information communication and advanced computing, focus shall be placed on the development of general artificial intelligence, sixth generation mobile communication (6G), meta-universe, quantum information, optoelectronics and other sub-industries in Haidian, Chaoyang, Shijingshan, Tongzhou, Beijing Economic and Technological Development Area (hereinafter referred to as “Beijing E-Town”) and other regions. | | 面向未来信息通信和先进计算需求,在海淀、朝阳、石景山、通州、北京经济技术开发区(以下简称经开区)等区域,重点发展通用人工智能、第六代移动通信(6G)、元宇宙、量子信息、光电子等细分产业。 |
(1) General artificial intelligence. By focusing on the layout of artificial intelligence computing power and algorithm data and general artificial intelligence, human-oriented human-cyber-physical integration shall be promoted, to accelerate the evolution of a new round of scientific and technological revolution toward the direction of intelligence, networking and integration. (2) Sixth generation mobile communication. Key breakthroughs shall be made in key core technologies such as 6G network architecture, terahertz communication, network coverage expansion and integration of heaven and earth, chips, supporting hardware and software, and test instruments. A collaborative network for the development of application standards and specifications shall be built, and the global patent and standard innovation highland shall be seized. (3) Meta-universe. With a focus on breakthroughs in nanostructured superlenses, virtual avatars, true 3D display, high-performance computing chips, virtual reality operating systems and other metacosmic frontier underlying technologies, the Internet 3.0 development path shall be determined. Empowerment of artificial intelligence to meta-universe shall be promoted, and the innovative application of key technologies of meta-universe in the fields of smart cities, film and television entertainment, and digital creativity shall be promoted. | | 3.元宇宙。聚焦突破纳米结构超透镜、虚拟化身、真3D显示、高性能算力芯片、虚拟现实操作系统等元宇宙前沿底层技术,确定互联网3.0发展路线。推动人工智能赋能元宇宙,推进元宇宙关键技术在智慧城市、影视娱乐、数字创意等领域的创新应用。 |
(4) Quantum information. Focusing on quantum state science, quantum communication, quantum computing, quantum network, quantum sensing and other directions, key breakthroughs shall be made in key core technologies such as quantum material technology, core devices and measurement and control systems, quantum cryptography, quantum algorithms, quantum computers and operating systems. Superconducting quantum computers shall be developed, the industrial ecology and user groups of quantum computing technology shall be cultivated, innovation breakthroughs in quantum key distribution and quantum secure direct communication shall be accelerated, and the application of quantum communication in high-security industries such as national defense and finance shall be expanded. | | 4.量子信息。重点面向量子物态科学、量子通信、量子计算、量子网络、量子传感等方向,开展量子材料工艺、核心器件和测控系统、量子密码、量子算法、量子计算机和操作系统等核心技术攻关。研制超导量子计算机,培育量子计算技术的产业生态和用户群体,加快量子密钥分发、量子安全直接通信等创新突破,拓展量子通信在国防、金融等高保密等级行业的应用。 |

The research and development of core equipment of silicon optical production lines and complete sets of processes shall be accelerated, and heterogeneous integration technology, silicon photonic wafer test system and other basic support capabilities shall be built. Breakthroughs shall be made in core technologies such as photonic matrix calculation, optical network on chip and optical network on chip, and the pilot application of high-performance photonic computing chips in data centers, financial transactions, biomedicine, cutting-edge new materials, automatic driving and other application scenarios shall be promoted. | | 5.光电子。加快研制开发硅光产线核心设备和成套工艺,构建异构集成技术、硅光子晶圆测试系统等基础支撑能力,攻关光子矩阵计算、片上光网络和片间光网络等核心技术,推进高性能光子计算芯片在数据中心、金融交易、生物医药、前沿新材料、自动驾驶等应用场景的示范应用。 |

In response to the future life health and medical needs, focus shall be placed on the development of gene technology, cell therapy and regenerative medicine, brain science and brain computer interface, synthetic biology and other sub-industries in Haidian, Shijingshan, Tongzhou, Changping, Daxing, Pinggu, Miyun, Beijing E-Town and other regions. | | 面向未来生命健康和医疗需求,在海淀、石景山、通州、昌平、大兴、平谷、密云、经开区等区域,重点发展基因技术、细胞治疗与再生医学、脑科学与脑机接口、合成生物等细分产业。 |
(6) Genetic technology. Innovations in gene sequencing technologies such as high-throughput gene sequencing and single-molecule sequencing shall be strengthened, and their efficient, safe and controllable industrial applications in the field of life and health shall be promoted in an orderly manner. Clinical trials, application and promotion of advanced gene diagnosis and treatment technologies and medicinal products in the fields of disease risk screening, prevention and targeted therapy shall be supported. | | 6.基因技术。加强高通量基因测序、单分子测序等基因测序技术创新,在生命健康领域有序推动高效、安全、可控的产业化应用。支持先进基因诊疗技术和药品在患病风险筛查、预防以及靶向治疗等领域开展临床试验和应用推广。 |
(7) Cell therapy and regenerative medicine. Research and development of technologies such as somatic cell reprogramming, artificial tissue and organ construction, and organoids shall be strengthened, and clinical application of cell technologies such as stem cell repair of pathological injuries and tissue and organ regeneration shall be supported. Research and development of underlying technologies such as stem cells, 3D cell culture, tissue engineering, and microfluidic chips shall be deepened, highly bionic human disease and physiology models in vitro shall be built, the application in the fields of new drug research and development, personalized precision medicine, and regenerative medicine shall be promoted, and an industrial chain ecology featuring organic integration of biological reagents and companion diagnosis shall be formed in an accelerated manner. | | 7.细胞治疗与再生医学。强化体细胞重编程、人工组织器官构建、类器官等技术研发,支持干细胞修复病理损伤、组织器官再生等细胞技术临床应用。深化干细胞、3D细胞培养、组织工程、微流控芯片等底层技术研发,构建高仿生的人源体外病生理模型,推动在新药研发、个体化精准医疗、再生医学领域应用,加快形成生物试剂、伴随诊断等有机结合的产业链生态。 |
