| Resolving the Taiwan question and realizing China's complete reunification is an unswerving historic mission of the Communist Party of China, the common aspiration of all the sons and daughters of the Chinese nation, and an inevitable requirement for realizing the great rejuvenation of the Chinese nation. Fujian occupies a unique position and plays a unique role in the overall work related to Taiwan. For the purposes of deepening the integrated development of all fields on both sides of the Taiwan Strait and promoting the peaceful reunification of the country, the following opinions are hereby offered on supporting Fujian in exploring a new path for cross-Strait integrated development and building a demonstration zone for cross-Strait integrated development. | | 解决台湾问题、实现祖国完全统一，是中国共产党矢志不渝的历史任务，是全体中华儿女的共同愿望，是实现中华民族伟大复兴的必然要求。福建在对台工作全局中具有独特地位和作用。为深化两岸各领域融合发展，推进祖国和平统一进程，现就支持福建探索海峡两岸融合发展新路、建设两岸融合发展示范区，提出如下意见。 |
| I. General requirements | | 一、总体要求 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guidelines of the 20th National Congress of the Communist Party of China (“CPC”) shall be thoroughly implemented, the CPC's overall strategy to resolve the Taiwan question in the new era shall be adhered to and carried out, the principle of “people on both sides of the Strait are of a same family” shall be practiced, integrated development through accommodation, benefits, and sentiment shall be highlighted, and efforts shall be made to establish a demonstration zone for cross-Strait integrated development across the entire region of Fujian. | | 以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，坚持贯彻新时代党解决台湾问题的总体方略，践行“两岸一家亲”理念，突出以通促融、以惠促融、以情促融，努力在福建全域建设两岸融合发展示范区。 |
| The unique advantages and demonstration role of Fujian in relation to Taiwan shall be maximized, the resources of all parties shall be made good use of, and integrated development shall be furthered. We shall always respect, care for, and benefit Taiwan compatriots and improve the policies and rules that promote their welfare and equal benefits. The problem-oriented approach shall be adhered to, pilot programs shall be highlighted, the delegation of authority and capability shall be expanded, and policy and institutional innovation shall be continuously promoted. The principle of easier things first, step-by-step approach, continuous advancements, and persistent efforts shall be adhered to, measures shall be adjusted to align to local conditions, regions with good conditions and prominent advantages shall be supported in launching pilot programs first and promoting work in all areas by drawing upon the experiences gained on key points, and other regions shall be guided to find their right positioning and work together to enhance their effects. | | 充分发挥福建对台独特优势和先行示范作用，善用各方资源，深化融合发展；始终尊重、关爱、造福台湾同胞，完善增进台湾同胞福祉和享受同等待遇的政策制度；坚持问题导向，突出先行先试，扩大授权赋能，持续推进政策和制度创新；坚持先易后难、循序渐进、持续推进、久久为功，因时因地制宜，支持条件好、优势突出的地区率先试点、以点带面，引导其他地区找准定位、协同增效。 |
| Work objectives. The demonstration zone for cross-Strait integrated development shall be basically completed, and the effects of Fujian as the first homeland of Taiwan compatriots and enterprises shall be fully manifested. The policy and institutional systems for integrated development shall be more complete and the social atmosphere that “people on both sides of the Strait are of a same family, and Fujian and Taiwan people are closer to each other” shall be intensified. Personnel exchanges between Fujian and Taiwan shall be made more convenient, trade and investment shall be made smoother, and exchanges and cooperation shall be expanded to wider and deeper levels. The demonstration effect of the integrated development of Xiamen and Kinmen as well as Fuzhou and Matsu shall be continuously demonstrated, and the role of the Pingtan Comprehensive Pilot Zone for integration with Taiwan shall be maximized. | | 工作目标。两岸融合发展示范区基本建成，福建作为台胞台企登陆第一家园的效应充分显现。融合发展的政策制度体系更加完善，“两岸一家亲、闽台亲上亲”的社会氛围更加浓厚；闽台人员往来更加便捷，贸易投资更加顺畅，交流合作向更宽领域、更深层次拓展；厦门与金门、福州与马祖融合发展示范效应不断显现，平潭综合实验区对台融合作用充分发挥。 |
| II. Building Fujian into the first homeland of Taiwan compatriots and enterprises | | 二、建设台胞台企登陆第一家园 |
| 1. Smoothing access for Taiwan compatriots. Transportation and logistics infrastructure shall be constructed with an appropriate degree of forward planning and the support for capital and other factors of production shall be increased. The opening of all necessary infrastructures between Fujian and Taiwan shall be promoted, and a three-dimensional comprehensive hub for access to Taiwan shall be built to smooth the access between Fujian and Taiwan and other regions in the mainland. The construction of major logistics infrastructures, such as logistics hubs shall be strengthened and the regional logistics distribution system shall be improved. The passenger and cargo routes between the coastal areas of Fujian and Taiwan Island, Kinmen and Matsu shall be further optimized and increased. A more relaxed policy environment for compatriots from both sides of the Strait to travel between Fujian and Taiwan, and for Taiwan compatriots to stay and reside in Fujian shall be created. More Taiwan compatriots who have never been to the mainland shall be encouraged to come to Fujian for visit and exchange. | | （一）畅通台胞往来通道。适度超前开展交通物流基础设施建设，加大资金等要素保障力度。推动闽台基础设施应通尽通，构建立体式综合性对台通道枢纽，畅通闽台与大陆其他地区连接通道。加强物流枢纽等重大物流基础设施布局建设，完善区域物流集散体系。进一步优化、加密福建沿海与台湾本岛及金门、马祖客货运航线。为两岸同胞往来闽台和台胞在闽停居留营造更宽松政策环境。鼓励更多从未来过大陆的台湾同胞来闽走访交流。 |
| 2. Promoting Taiwan students to study and research in Fujian. The policy of “welcoming to study in Fujian, equal treatment, and nearby enrollment” shall be carried out for the study of children of Taiwan compatriots in primary and middle schools and public kindergartens in Fujian. Universities and scientific research institutes in Fujian shall be supported in recruiting more students from Taiwan in various ways. Colleges and universities from both sides of the Strait shall be supported in carrying out high-level cooperation in running schools and diversified cooperation in Fujian and enterprises of Taiwan's advantageous and characteristic industries shall be supported in participating in the joint-stock system and mixed-system running of vocational schools in Fujian. A number of educational bases for young students from both sides of the Strait shall be established. | | （二）促进台生来闽求学研习。对台胞子女在闽中小学和公立幼儿园就读实行“欢迎就读、一视同仁、就近入学”的政策。支持福建高校和科研院所通过多种方式扩大招收台湾学生规模。支持两岸高校在闽开展高水平合作办学与多元化合作，支持台湾优势特色产业企业以多种形式在闽参与职业学校股份制、混合制办学。建立一批两岸青少年研学基地。 |
| 3. Encouraging Taiwan compatriots to seek employment in Fujian. Various enterprises in Fujian, especially Taiwan enterprises, shall be supported in hiring more workers from Taiwan. The recruitment of Taiwan teachers in vocational schools in Fujian shall be increased. The scope of direct recognition of Taiwan professional qualifications shall be further expanded. Medical practitioners from Taiwan shall practice in Fujian according to the applicable provisions. The scope of Taiwan residents who have obtained professional qualifications of the state to practice as lawyers in Fujian shall be gradually expanded. Diversified human resource service institutions, including Taiwan-funded institutions, shall be vigorously developed. | | （三）鼓励台胞来闽就业。支持在闽各类企业特别是台企聘用更多台湾员工。加大在闽职业学校招聘台湾教师力度。进一步扩大直接采认台湾职业资格范围。台湾地区医师按规定在闽执业。逐步扩大取得国家法律职业资格的台湾居民在闽从事律师职业的执业范围。大力发展包括台资机构在内的多元化人力资源服务机构。 |
| 4. Expanding the social participation of Taiwan compatriots. Taiwan compatriots shall be supported in participating in the development of various undertakings in Fujian, such as ecological and environmental protection, rural revitalization, and social welfare. Taiwan compatriots shall be supported in participating in local community construction, grassroots governance, and other practical activities in Fujian. Taiwan compatriots shall be supported in joining relevant industrial, academic, and professional social groups. The pilot programs for Taiwan compatriots to serve as the persons in charge and legal representatives of non-religious social organizations in Fujian shall be carried out. Taiwan compatriots shall be supported in participating in the assessment of honors and awards at various levels in accordance with the relevant provisions issued by the state. Taiwan compatriots shall be encouraged to serve as arbitrators, mediators, people's assessors, people's supervisors, procuratorial liaison officers, and judicial assistants, among others, and participate in the development of the rule of law in Fujian. | | （四）扩大台胞社会参与。支持台胞参与福建生态环保、乡村振兴、社会公益等各项事业发展。支持台胞深度参与福建当地社区建设、基层治理等实践活动。支持台胞加入相关行业性、学术性、专业性社会团体。开展台胞担任在闽非宗教社会组织负责人、法定代表人试点。支持台胞按照国家有关规定参评各级荣誉和奖项。鼓励台胞担任仲裁员、调解员、人民陪审员、人民监督员、检察联络员及司法辅助人员等，参与福建法治建设。 |
| 5. Facilitating the life of Taiwan compatriots in Fujian. The temporary residence registration for Taiwan compatriots in Fujian shall be canceled. Taiwan compatriots shall be encouraged to apply for residence permits for Taiwan residents and may settle down in Fujian as long as they wish. The scope of the application of identity verification of residence permits for Taiwan residents shall be expanded and efforts shall be made to achieve equal convenience in the social application of residence permits for Taiwan residents as that of ID cards for mainland residents. Taiwan compatriots shall be encouraged to purchase residential properties in Fujian. The support systems for employment, medical treatment, housing, elderly care services, and social relief, among others, shall be improved for Taiwan compatriots living in Fujian, and Taiwan compatriots in Fujian shall be included in the social security system of the mainland in accordance with the applicable laws and regulations. | | （五）便利台胞在闽生活。取消台胞在闽暂住登记。鼓励台胞申领台湾居民居住证。台胞在闽定居落户实现“愿落尽落”。扩大台湾居民居住证身份核验应用范围，努力实现台湾居民居住证与大陆居民身份证社会面应用同等便利。鼓励台胞在闽购房置业。完善台胞在闽就业、就医、住房、养老服务、社会救助等制度保障，依法依规将在闽台胞纳入大陆社会保障体系。 |
