The development and reform commissions, finance departments (bureaus), and energy administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; local offices of the National Energy Administration; the State Grid Corporation of China, China Southern Power Grid (CSG), and Inner Mongolia Power (Group) Co., Ltd.; relevant central enterprises; China Renewable Energy Engineering Institute and China Electric Power Planning & Engineering Institute:		各省、自治区、直辖市、新疆生产建设兵团发展改革委、财政厅（局）、能源局，国家能源局各派出机构，国家电网有限公司、中国南方电网有限责任公司、内蒙古电力（集团）有限责任公司，有关中央企业，水电水利规划设计总院、电力规划设计总院：
For the purpose of implementing the underlying principles of the 20th CPC National Congress, improving the policies for supporting green development, actively and steadily promoting the progress towards carbon peaking and carbon neutrality, realizing the full coverage of green electricity certificates for renewable energy, promoting and guaranteeing renewable electricity consumption, and serving energy supply guarantee and eco-friendly, low-carbon transformation, you are hereby notified of the relevant matters as follows:		为贯彻落实党的二十大精神，完善支持绿色发展政策，积极稳妥推进碳达峰碳中和，做好可再生能源绿色电力证书全覆盖工作，促进可再生能源电力消费，保障可再生能源电力消纳，服务能源安全保供和绿色低碳转型，现就有关事项通知如下。
I. General requirements		一、总体要求
It is imperative to thoroughly implement the underlying principles of the 20th CPC National Congress and the new energy security strategy featuring “Four Revolutions and One Cooperation” put forward by General Secretary Xi Jinping, implement the decisions and arrangements of the CPC Central Committee and the State Council, further improve the green electricity certificate (“GECs”) system for renewable energy, clarify the scope of application of GECs, standardize the issuance of GECs, improve GECs trading, expand green electricity consumption, perfect the use of GECs, realize the full coverage of GECs for renewable electricity, and further exert the role of GECs in building an eco-friendly, low-carbon environmental value system for renewable energy electricity, promoting the development and utilization of renewable energy, and guiding the green consumption of the whole society, among others, so as to provide powerful support for ensuring the safe and reliable energy supply, achieving the goal of carbon peaking and carbon neutrality, and boosting eco-friendly, low-carbon economic and social transformation and high-quality development.		深入贯彻党的二十大精神和习近平总书记“四个革命、一个合作”能源安全新战略，落实党中央、国务院决策部署，进一步健全完善可再生能源绿色电力证书（以下简称绿证）制度，明确绿证适用范围，规范绿证核发，健全绿证交易，扩大绿电消费，完善绿证应用，实现绿证对可再生能源电力的全覆盖，进一步发挥绿证在构建可再生能源电力绿色低碳环境价值体系、促进可再生能源开发利用、引导全社会绿色消费等方面的作用，为保障能源安全可靠供应、实现碳达峰碳中和目标、推动经济社会绿色低碳转型和高质量发展提供有力支撑。
II. Clarifying the scope of application of GECs		二、明确绿证的适用范围
(1) GECs are the only certificate that proves the environmental attributes of China's renewable electricity and the only voucher that identifies the production and consumption of renewable electricity.		（一）绿证是我国可再生能源电量环境属性的唯一证明，是认定可再生能源电力生产、消费的唯一凭证。
(2) The state issues GECs for eligible renewable electricity, with one GEC unit representing attributes of 1,000 kWh of renewable electricity.		（二）国家对符合条件的可再生能源电量核发绿证，1个绿证单位对应1000千瓦时可再生能源电量。
(3) GECs may be used as the voucher for renewable electricity consumption for the calculation and certification of renewable electricity consumption. In particular, in addition to being used as such vouchers, tradable GECs may also be transferred between power generation enterprises and electricity consumers for compensation through such means as GECs trading and green electricity trading. The National Development and Reform Commission and the National Energy Administration shall be responsible for determining the scope of the issuance of tradable GECs, and make dynamic adjustments according to the production and consumption of renewable electricity.		（三）绿证作为可再生能源电力消费凭证，用于可再生能源电力消费量核算、可再生能源电力消费认证等，其中：可交易绿证除用作可再生能源电力消费凭证外，还可通过参与绿证绿电交易等方式在发电企业和用户间有偿转让。国家发展改革委、国家能源局负责确定核发可交易绿证的范围，并根据可再生能源电力生产消费情况动态调整。
III. Standardizing the issuance of GECs		三、规范绿证核发
(4) The National Energy Administration shall be responsible for the work on the administration of GECs. In principle, the issuance of GECs shall be based on the data provided by power grid enterprises and power exchanges, which are cross-checked with the data provided by power generation enterprises or project owners. The electricity corresponding to a GEC may not be used repeatedly in the application for other certificates with the same attribute in the electricity field.		（四）国家能源局负责绿证相关管理工作。绿证核发原则上以电网企业、电力交易机构提供的数据为基础，与发电企业或项目业主提供数据相核对。绿证对应电量不得重复申领电力领域其他同属性凭证。
(5) GECs shall be issued for all the electricity throughout the country generated by the renewable energy electricity generation projects with records created, including wind power (including distributed wind power and offshore wind power), solar power (including distributed photovoltaic power and solar thermal power), conventional hydropower, biomass power, geothermal power, ocean energy power, and so forth, so as to realize full coverage of the issuance of GECs. In particular,		（五）对全国风电（含分散式风电和海上风电）、太阳能发电（含分布式光伏发电和光热发电）、常规水电、生物质发电、地热能发电、海洋能发电等已建档立卡的可再生能源发电项目所生产的全部电量核发绿证，实现绿证核发全覆盖。其中：
