| For the purposes of further releasing the policy effects and supporting the construction of the Hainan Free Trade Port, you are hereby notified of the matters concerning the adjustments made to the “zero-tariff” policy for raw materials & auxiliaries in Hainan Free Trade Port as follows: | | 为进一步扩大政策效应，支持海南自由贸易港建设，现将海南自由贸易港原辅料“零关税”政策调整事项通知如下： |
| I. 297 commodities including unroasted coffee, ethylene, and spare parts for machines are added to the list of raw materials & auxiliaries subject to “zero tariffs” in the Hainan Free Trade Port. See the Annex for the specific scope. | | 一、增加未烘焙咖啡、乙烯、机器零件等297项商品至海南自由贸易港“零关税”原辅料清单，具体范围见附件。 |
| II. For the circumstances requiring maintenance listed in Article 3 of the Notice by the Ministry of Finance, the General Administration of Customs, and the State Taxation Administration of the “Zero-Tariff” Policy for Raw Materials & Auxiliaries in Hainan Free Trade Port (No. 42 [2020], Ministry of Finance), the following content is added: | | 二、对《财政部 海关总署 税务总局关于海南自由贸易港原辅料“零关税”政策的通知》（财关税〔2020〕42号）第三条所列维修情形，增加如下内容： |
