| The Several Economic Policies for Promoting High-Quality Cultural Development developed by the Publicity Department of the CPC Central Committee, in conjunction with the Office of the Central Cyberspace Affairs Commission, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Natural Resources, the Ministry of Commerce, the Ministry of Culture and Tourism, the People's Bank of China, the State Taxation Administration, the National Radio and Television Administration, and other relevant ministries and commissions, with consent of the State Council, are hereby issued for your diligent implementation. | | 中央宣传部会同中央网信办、国家发展改革委、科技部、工业和信息化部、财政部、人力资源社会保障部、自然资源部、商务部、文化和旅游部、中国人民银行、税务总局、广电总局等有关部门拟定的《关于推动文化高质量发展的若干经济政策》已经国务院同意，现印发给你们，请认真贯彻执行。 |

| Several Economic Policies for Promoting High-Quality Cultural Development | | 关于推动文化高质量发展的若干经济政策 |
| For the purposes of comprehensively implementing the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, implementing the cultural thought of Xi Jinping in an in-depth manner, further deepening the reform of the cultural system and mechanism, and promoting the high-quality cultural development, the following policies are developed. | | 为全面贯彻党的二十大和二十届二中、三中全会精神，深入贯彻习近平文化思想，进一步深化文化体制机制改革，推动文化高质量发展，制定以下政策。 |
| I. Financial support | | 一、关于财政支持 |
| 1. The financial investment mechanism compatible with the construction of a cultural powerhouse and the national financial resources shall be established and improved, the diversified investment mechanism shall be improved, and the key planning and project expenditure in the cultural field shall be guaranteed. The methods of using and managing government funds shall be improved, the guiding role of government funds in optimizing the supply of cultural services and cultural products shall be strengthened, and social forces shall be effectively mobilized to participate in cultural development. The reform of dividing fiscal powers and expenditure responsibilities in the public cultural sector shall be deepened. Overall planning shall be made for effectively utilizing the central government's transfer payments to local cultural sectors, and preference shall be given to rural areas, old revolutionary base areas, ethnic minority areas, border areas, and less developed areas, to ensure that urban and rural cultural resources are distributed in a balanced manner and that quality cultural resources reach the community level. | | （一）建立健全与文化强国建设和国家财力相适应的财政投入机制，完善多元化投入机制，保障文化领域重点规划和项目支出。完善财政资金使用管理方式，强化财政资金在优化文化服务和文化产品供给中的引导作用，有效调动社会力量参与文化建设。深化公共文化领域财政事权和支出责任划分改革。统筹用好中央对地方文化领域转移支付资金，向农村地区、革命老区、民族地区、边疆地区、欠发达地区倾斜，推动城乡文化资源均衡配置、优质文化资源直达基层。 |
| 2. The Party's research on innovative theories shall be supported, the construction of an independent knowledge system of Chinese philosophy and social sciences shall be promoted, the research and construction project of Marxist theory shall be innovated upon, and the philosophy and social sciences innovation projects shall be implemented. The ability to create cultural originals shall be improved, with a focus on supporting fine creations in the fields of literature, art, journalism, publishing, film and television, and animation. The layout of cultural facilities in accordance with local circumstances shall be encouraged, and world-class libraries, museums, art galleries and science and technology museums with Chinese characteristics shall be created. Eligible localities shall be encouraged to issue incentive policies for providing time-delayed services for free open public cultural facilities, and improve the accessibility and age-appropriate degree of public cultural facilities services. More public cultural services shall be provided for minors, and mass cultural activities and events shall be guided and supported. The improvement of the mechanism for building and developing state-owned art troupes shall be promoted. Social forces shall be encouraged to participate in public cultural services and the protection and inheritance of cultural heritage by government purchase of services and other means. The construction of all-media and cultural cloud shall be supported, the construction of a working mechanism and evaluation system that adapts to all-media production and communication shall be supported, the systematic reform of mainstream media shall be promoted, support for the creation and production of ultra-high-definition programs, channel construction, and transmission services shall be increased, the optimization and upgrading of the entire ultra-high-definition industrial chain from end to end shall be promoted, the integration of cable TV networks shall be continuously promoted, and a new type of radio and television network shall be built. The systematic protection and rational utilization of areas with dense cultural resources, cultural relics and intangible cultural heritage shall be promoted, the overall protection and living inheritance of famous historical and cultural cities, historic and cultural districts, villages and towns, and traditional villages shall be promoted, and the construction of a disaster prevention, mitigation, relief and safety monitoring system for cultural heritage shall be supported. The building and cooperation of overseas cultural institutions shall be supported, international exchanges and cooperation in the field of cultural heritage and international development assistance shall be supported, the building and development of national cultural trade bases with foreign countries shall be supported, the cultivation of key internationally competitive cultural export enterprises shall be accelerated, and cultural enterprises, products and services shall be urged to “go abroad.” | | （二）支持党的创新理论研究，推动构建中国哲学社会科学自主知识体系，创新马克思主义理论研究和建设工程，实施哲学社会科学创新工程。提高文化原创能力，重点支持文学、艺术、新闻、出版、影视、动漫等领域精品创作。鼓励因地制宜布局文化设施，打造中国特色、世界一流的图书馆、博物馆、美术馆、科技馆。鼓励有条件的地方出台对免费开放公共文化设施提供延时错时服务的激励政策，提高公共文化设施服务无障碍和适老化程度。面向未成年人等加大公共文化服务提供力度，引导扶持群众性文化活动和赛事。推动完善国有文艺院团建设发展机制。通过政府购买服务等方式，鼓励社会力量参与公共文化服务和文化遗产保护传承。支持全媒体、文化云等建设，支持构建适应全媒体生产传播工作机制和评价体系，推进主流媒体系统性变革，加大对超高清节目创作生产、频道建设、传输服务的支持力度，促进超高清端到端全产业链优化升级，持续推动有线电视网络整合，建设新型广电网络。支持对文物资源密集区、文物和非物质文化遗产的系统保护和合理利用，推动历史文化名城和历史文化街区、村镇以及传统村落整体保护和活态传承，支持文化遗产防灾减灾救灾及安全监测体系建设。支持海外文化机构建设和合作，支持文化遗产领域国际交流合作和国际发展援助，支持国家级对外文化贸易基地建设发展，加快培育具有国际竞争力的文化出口重点企业，促进文化企业和产品、服务“出海”。 |
| 3. Before the end of 2027, the central finance will continuously arrange for special funds for the development of the cultural industry, innovate upon the investment methods, promote the implementation of major cultural industry projects, and promote the high-quality development of the cultural industry. State-owned cultural enterprises shall be supported in implementing the national cultural development strategy through the central state-owned capital operation budget and other channels. | 4. The preferential policies as stipulated in such documents as the Announcement on the Continuous Implementation and Publicity of Preferential Policies for Cultural Value-Added Tax (Announcement No. 60 [2023], MOF and SAT), the Announcement on Continuous Implementation of the VAT Policies Supporting the Development of Cultural Enterprises (Announcement No. 61 [2023], MOF and SAT), the Announcement on Continuous Implementation of the Relevant Tax Policies for Transformation of Profit-Oriented Cultural Public Institutions into Enterprises in the Reform of the Cultural System (Announcement No. 71 [2023], MOF, SAT, and Publicity Department of the CPC Central Committee), and other documents shall be implemented. | | （四）落实《关于延续实施宣传文化增值税优惠政策的公告》（财政部、税务总局公告2023年第60号）、《关于延续实施支持文化企业发展增值税政策的公告》（财政部、税务总局公告2023年第61号）、《关于延续实施文化体制改革中经营性文化事业单位转制为企业有关税收政策的公告》（财政部、税务总局、中央宣传部公告2023年第71号）等文件中规定的优惠政策。 |
