| II. Main tasks | | 二、主要任务 |
| 1. Increasing the consumption level of healthy diet. The connection between the production and sale of high-quality agricultural products shall be strengthened, wholesale and retail enterprises shall be encouraged to set up special sales zones and counters for high-quality agricultural products, and special sales activities shall be organized. Illegal food additives shall be cracked down on and random inspection of the effectiveness of organic food certification shall be carried out. Special actions shall be taken to promote nutrition and health. The construction of catering nutrition and health projects shall be strengthened and catering enterprises shall be guided to promote the use of dietary therapy guidelines. Urban and rural grassroots medical and health institutions shall be guided to provide reasonable diet and scientific exercise guidance for patients with hypertension, type-2 diabetes, hyperlipidemia, obesity and other diseases. | | （一）提升健康饮食消费水平。加强优质农产品产销衔接，鼓励批零企业设立优质农产品销售专区、专柜，组织专场销售活动。打击食品非法添加，开展有机食品认证有效性抽查。实施促进营养健康专项行动。强化餐饮营养健康工程建设，引导餐饮企业推广使用食养指南。指导城乡基层医疗卫生机构为高血压、2型糖尿病、高脂血症、肥胖症等患者提供合理膳食和科学运动指导要点。 |
| 2. Optimizing the market supply of special foods. The reform of the registration and recordation system for special foods shall be deepened, the ex-ante review and ex-post evaluation mechanisms for health foods shall be improved, and the review and registration of new functions and products of health food shall be smoothed. Enterprises shall be encouraged to enhance process research and development, product innovation and quality control, and make joint efforts to develop formula food for special medical purpose.
