| I. The State Council hereby consents to the Work Plan for Accelerating the Promotion of the Comprehensive Pilot Program for Expanding Opening-up of the Service Industry (the “Work Plan”) in principle. Please organize the implementation of the Plan meticulously. | | 一、原则同意《加快推进服务业扩大开放综合试点工作方案》（以下简称《工作方案》），请认真组织实施。 |
| The Work Plan shall be implemented under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, by comprehensively carrying out the spirit of the 20th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee and focusing on the need to further comprehensively deepen reform, advance modernization with Chinese characteristics, and serve the construction of a modern economic system and the development of new quality productive forces, assigning new contents and tasks to the new round of comprehensive pilot program for expanding opening up of the service industry, proactively aligning with international high-standard economic and trade rules, carrying out in-depth exploration of reform and innovation, boldly trying and conducting venture, orderly expanding independent opening up, unleashing the potentiality of the super-large-scale market, accumulating more replicable and scalable experiences, and promoting high-quality development of the service industry, to make greater contributions to building a new system of a higher-level open economy. | | 二、《工作方案》实施要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中、三中全会精神，围绕进一步全面深化改革、推进中国式现代化、服务现代化经济体系建设和新质生产力发展需要，赋予新一轮服务业扩大开放综合试点新内容新任务，主动对接国际高标准经贸规则，深入开展改革创新探索，大胆试、大胆闯，有序扩大自主开放，释放超大规模市场潜力，积累更多可复制可推广经验，促进服务业高质量发展，为建设更高水平开放型经济新体制作出更大贡献。 |
