| For the purposes of implementing a series of important speeches delivered by General Secretary Xi Jinping during his inspection tour in Shanghai and the spirit of the Central Financial Work Conference and developing an offshore financial system commensurate with the Shanghai international financial center, in accordance with the relevant requirements of the Opinions of the CPC Central Committee and the State Council on Supporting a High Level of Reform and Opening Up of Pudong New Area and Building a Leading Socialist Modernization Area, the Implementation Plan for the Pilot Program of Comprehensive Reform of Pudong New Area (2023-2027), the Opinions on Supporting the Accelerated Construction of the Shanghai International Financial Center, the Action Plan for the Shanghai International Financial Center to Further Improve the Facilitation of Cross-Border Financial Services, and the Regulation of Shanghai Municipality on Advancing the Construction of the International Financial Center, among others, in the spirit of the 2025 Lujiazui Forum, and under the unified arrangements of the national financial regulatory department, the Several Measures for Further Boosting the High-Quality Development of Offshore Bonds Issued in the China (Shanghai) Pilot Free Trade Zone (for Trial Implementation) are hereby issued for your compliance and implementation. | | 为贯彻落实习近平总书记考察上海系列重要讲话和中央金融工作会议精神，构建与上海国际金融中心相匹配的离岸金融体系，根据《中共中央 国务院关于支持浦东新区高水平改革开放 打造社会主义现代化建设引领区的意见》《浦东新区综合改革试点实施方案（2023-2027年）》《关于支持加快建设上海国际金融中心的意见》《上海国际金融中心进一步提升跨境金融服务便利化行动方案》以及《上海市推进国际金融中心建设条例》等有关要求，按照2025陆家嘴论坛精神和国家金融管理部门统一安排，现将《关于进一步推进上海自贸离岸债高质量发展的若干措施（试行）》印发给你们，请按照执行。 |

| The high-quality development of offshore bonds issued in the China (Shanghai) Pilot Free Trade Zone shall be boosted with an international focus through deepening institutional opening in the financial sector, adhering to the principle of “both ends abroad,” and aligning with internationally accepted rules and standards, so as to further broaden investment and financing channels for high-quality enterprises, including those “going global” and those from countries and regions participating in the Belt and Road Initiative. Both development and security shall be ensured. On the basis of guarding the financial risk red line, the establishment of an offshore financial system commensurate with the Shanghai international finance center shall be accelerated to enhance its competitiveness and influence. | | 通过深化金融制度型开放，在遵循“两头在外”的原则和对标国际通行的规则标准基础上，面向国际加快推进自贸离岸债高质量发展，进一步拓宽“走出去”企业及“一带一路”共建国家和地区等优质企业的投融资渠道。统筹发展和安全，在守牢风险底线条件下，加快构建与上海国际金融中心相匹配的离岸金融体系，增强上海国际金融中心的竞争力和影响力。 |
