| Implementation Measures for the Shanghai Global Partner Program for Facilitating Foreign Investment (2025 Revision) | | 上海市促进外商投资全球伙伴计划实施办法（2025年修订） |
| For the purposes of seizing new opportunities in global investment, making coordinated and effective use of domestic and international resources, further expanding channels for investment promotion, promoting the high-quality attraction of foreign investment, and introducing more quality foreign-funded projects, these Implementation Measures are formulated in light of the actual circumstances of Shanghai Municipality. | | 为紧抓全球投资新机遇，统筹用好国际国内各种资源，进一步拓宽招商渠道，推动高质量外资招商引资，引进更多优质外资项目，结合我市实际，制定本实施办法。 |
| I. Eligible Global Partners | | 一、全球伙伴对象 |
| Shanghai Global Partner for Facilitating Foreign Investment (“Global Partner”) means any enterprise, institution, or organization that establishes a cooperative relationship with Shanghai Municipality for investment attraction, leverages its own advantages and industrial resources to introduce foreign-funded projects aligned with Shanghai's industrial development orientation, and assists in advancing the implementation of such projects. | | 上海市促进外商投资全球伙伴(以下简称“全球伙伴")是指与我市建立招商引资合作关系，利用自身优势和行业资源，引荐符合上海产业发展导向的外资项目，协助推进项目落地的企业、机构、组织。包括但不限于： |
| Global Partners include, but are not limited to, the following categories: | | |
| 1. Professional service category: accounting firms, law firms, consulting firms, real estate advisory firms, and operators providing intelligent investment attraction or industrial digitalization services. | | (一)专业服务类：会计师事务所、律师事务所、咨询机构、地产咨询顾问、提供智慧招商或产业数字化服务的运营商等。 |
| 2. Financial capital category: financial institutions, venture capital firms, and industrial funds. | | (二)金融资本类：金融机构、创投机构、产业基金等。 |
| 3. Industrial chain category: enterprises possessing significant influence, leadership, and industry-shaping capability within their sectors, forming industrial clusters along their upstream and downstream supporting links and driving the coordinated development of supporting enterprises. | | (三)产业链类：在行业中具有较深影响力、号召力、引领行业发展的企业，围绕其上下游配套环节形成产业集群，带动配套企业协同发展。 |
| 4. Business association category: international cooperation organizations, functional platforms, chambers of commerce, and industry associations. | | (四)商协会类：各类国际合作组织、功能性平台，各类商协会、行业协会等。 |
| II. Eligibility Requirements and Selection Procedures | | 二、招募条件和选聘程序 |

| (1) Business entities applying to become “Global Partners” shall be legally established, possess a sound financial management system, and meet other conditions as prescribed in these Measures. | | 1.申请全球伙伴的经营主体须依法设立，具备健全的财务制度，且符合本办法规定的其他条件； |
| (2) Such entities shall have significant recognition and influence within relevant fields and industries, strong social engagement capabilities, extensive channels for investment attraction information, and access to resources of domestic and overseas investors. | | 2.在相关领域和行业有较大知名度和影响力，有较强的社会活动能力、广泛的招商信息渠道和境内外客商资源； |
| (3) Such entities shall comply with Chinese laws, regulations, and relevant provisions; act with honesty and integrity; observe professional ethics; and maintain the confidentiality of trade secrets. | | 3.遵守中国法律、法规和有关规定；诚实守信，恪守职业道德，保守商业秘密。 |
