| The medical products administrations of all provinces, autonomous regions, and municipalities directly under the Central Government and Xinjiang Production and Construction Corps; and the National Institutes for Food and Drug Control (“NIFDC”) and the Center for Information of the National Medical Products Administration: | | 各省、自治区、直辖市和新疆生产建设兵团药品监督管理局，中检院、国家药监局信息中心： |
| For the purposes of further optimizing the administration of labeling for cosmetics (including toothpaste, here and below), protecting consumers' right to know and demands for age-friendly products, serving the facilitation of production and distribution of enterprises, and boosting the high-quality development of the cosmetics industry, the National Medical Products Administration (“NMPA”) has decided to conduct the pilot program of electronic labeling for cosmetics in accordance with the Regulation on the Supervision and Administration of Cosmetics (hereinafter referred to as the “Regulation”) and other provisions. You are hereby notified of relevant matters as follows: | | 为进一步优化化妆品（含牙膏，下同）标签管理工作，满足消费者知情权和适老化需求，服务企业生产经营便利化，助力化妆品产业高质量发展，根据《化妆品监督管理条例》（以下简称《条例》）等规定，国家药监局决定开展化妆品电子标签试点工作，现将有关事项通知如下： |
| 1. Beginning on February 1, 2026, a pilot program of affixing cosmetics labels in Chinese by means of electronic labeling will be implemented in Beijing, Shanghai, Zhejiang, Shandong, Guangdong, and Chongqing. The pilot work will last for three years. The pilot program of electric labeling for offshore duty-free cosmetics in Hainan may be governed by the requirements of this Notice. | | 一、自2026年2月1日起，在北京市、上海市、浙江省、山东省、广东省、重庆市试点通过电子标签方式标注化妆品中文标签。试点工作为期3年。海南离岛免税化妆品电子标签试点工作可按照本通知要求执行。 |
| II. Electronic labeling for cosmetics is an integral part of cosmetics labeling, and shall comply with the requirements of the Regulation and its supporting rules, normative documents, and this Notice. | | 二、化妆品电子标签是化妆品标签的组成部分，应当符合《条例》及其配套规章、规范性文件和本通知的要求。 |
| III. Provincial medical products administrations participating in the pilot program shall, in light of the actual circumstances of their respective jurisdictions, clarify regulatory requirements and measures during the implementation of the pilot program, select and confirm pilot enterprises and publish the lists of pilot enterprises on the official websites of provincial medical products administrations in a timely manner, steadily advance the pilot work within their respective jurisdictions, address key and difficult issues encountered in the pilot work in a timely manner, and form the standardized and efficient models for the application and administration of electronic labels for cosmetics. | | 三、参与试点的省级药品监管部门根据本辖区实际，明确试点期间监管要求和监管措施，遴选确认试点企业并在省级药品监管部门官方网站及时公布试点企业名单，稳步推进本辖区试点工作，及时解决试点工作中的重点难点问题，形成规范、高效的化妆品电子标签应用管理模式。 |
