| Currently, China has been witnessing a continuous expansion in the scale of its enterprises going global which are vigorously exploring diversified markets and have significantly increased demands for high-quality and professional comprehensive overseas services. For the purpose of supporting the stable and sound development of enterprises going global, with the approval of the State Council, the following opinions on further improving the comprehensive overseas service system are hereby offered. | | 当前,我国出海企业规模不断壮大,积极开拓多元化市场,对高质量、专业化海外综合服务需求显著增加。为支持出海企业平稳健康发展,经国务院同意,现就进一步完善海外综合服务体系提出如下意见。 |
| I. General requirements | | 一、总体要求 |
| Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, all relevant parties shall further implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, implement the new development philosophy in a complete, accurate and comprehensive manner, accelerate the fostering of a new pattern of development, take building and improving a comprehensive overseas service system commensurate with the scale and development trend of China's outbound investment and foreign trade as the fundamental task, take enhancing the international competitiveness of enterprises going global and safeguarding their lawful rights and interests overseas as the goal, ensure both development and security, advance in a coordinated manner the quality supply and efficient matching of service resources, and create a multidimensional and full-chain comprehensive overseas service ecosystem featuring interaction between central and local governments, regional coordination, resource aggregation, and internal and external integration. | | 以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大和二十届二中、三中全会精神,完整准确全面贯彻新发展理念,加快构建新发展格局,以构建完善与我国对外投资贸易规模体量及发展态势相匹配的海外综合服务体系为根本任务,以提升出海企业国际竞争力和维护企业海外正当权益为目标,坚持统筹发展和安全,统筹推进服务资源优质供给和高效匹配,打造形成央地联动、区域协同、资源集聚、内外贯通的立体化、全链条海外综合服务生态。 |
| II. Optimizing and improving public platforms and services | | 二、优化完善公共平台与服务 |
| (1) Building a national-level comprehensive service platform. Service resources in foreign affairs, law, finance, taxation, finance, trade, logistics, customs, trade promotion, and other fields shall be coordinated, the “Going Global” public service platform shall be upgraded to a national-level comprehensive overseas service platform which spans the entire process and chains of overseas expansion of enterprises, and resources such as “TaxExpress,” CTILS.com,” treaty databases, National Overseas Intellectual Property Information Service Platform, and other platform resources shall be connected to form a “1+N” service system that effectively integrates a large comprehensive service platform and specialized service sub-platforms. By centering on the common needs of enterprises going global, the level of integration, comprehensiveness, and digitalization and intelligence of the platform shall be enhanced. The functions of the national overseas investment management and service network system shall be expanded. | | (一)建设国家层面综合服务平台。统筹外事、法律、财税、金融、经贸、物流、海关、贸促等领域服务资源,将“走出去”公共服务平台升级为国家层面海外综合服务平台,贯穿企业出海全流程、全链条,联通“税路通”、“贸法通”、条约数据库、国家海外知识产权信息服务等平台资源,形成综合服务大平台和专业服务分平台有机结合的“1+N”服务体系。围绕企业出海共性需求,提升平台集成化、综合化、数智化水平。拓展全国境外投资管理和服务网络系统功能。 |
| (2) Providing quality public products. Enterprises shall be guided in making good use of existing public products such as the Guide to Foreign Investment and Cooperation by Country (Region), Guide to Trade by Country, the Business Environment Report for Key Countries (Regions), and innovation shall be made to launch more public products with strong timeliness and high practicality. More refined and pertinent training and exchange activities shall be launched by centering on the market expansion, regulation-compliant operation and management, risk prevention and response, intellectual property right (“IPR”) protection, anti-monopoly regulatory compliance, and protection of overseas rights and interests for enterprises going global. Risk alerts for enterprises going global shall be strengthened, policy consultation shall be provided in a timely manner, and enterprises shall be guided in safeguarding their lawful rights and interests overseas. | | (二)提供优质公共产品。引导企业用好对外投资合作国别(地区)指南、国别贸易指南、重点国别(地区)营商环境报告等现有公共产品,创新推出更多时效性强、实用性高的公共产品。围绕出海企业市场开拓、合规经营管理、风险防范应对、知识产权保护、反垄断合规、海外权益维护等,推出更多精细化、针对性培训及交流活动。加强企业出海风险提示,及时提供政策咨询,指导企业维护海外合法权益。 |
| (3) Improving the efficiency of comprehensive services. The application of electronic certificates and licenses shall be promoted, and the efficiency of outbound investment recordation (confirmation) and the level of digital governance shall be enhanced. Regular communication and exchanges shall be conducted, and the rapid response mechanism for enterprise' demands shall be improved. National industry chambers of commerce and associations are encouraged and supported in playing their coordinating roles, and the China International Import Expo, the China Import and Export Fair, and the China International Fair for Investment and Trade, among others, shall be utilized to help enterprises connect with global quality service resources in a more facilitative and efficient manner. | | (三)提升综合服务效率。推广应用电子证照,提升对外投资备案(核准)效率和数字化治理水平。开展常态化沟通交流,完善企业诉求快速响应机制。鼓励支持全国性行业商协会发挥协调作用,利用中国国际进口博览会、中国进出口商品交易会、中国国际投资贸易洽谈会等,帮助企业更加便捷高效对接全球优质服务资源。 |
