| For the purposes of actively serving and promoting high-level opening-up and high-quality development, the National Immigration Administration (“NIA”) (the Exit-Entry Administration of the People's Republic of China) has decided to implement 10 policy measures for immigration and exit-entry administration services, which are hereby announced as follows: | | 为积极服务促进高水平开放高质量发展，国家移民管理局（中华人民共和国出入境管理局）决定，实施10项移民和出入境管理服务政策举措。现公告如下： |
| I. Expanding the applicable scope of the pilot program of endorsement policies for talents traveling to and from Hong Kong and Macao. Starting from November 5, 2025, in addition to Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area, the Hong Kong-Macao talent endorsement policy will be implemented across the entire Yangtze River Delta, Beijing-Tianjin-Hebei regions, and all pilot free trade zones nationwide. Outstanding talents, scientific researchers, cultural and educational professionals, health care personnel, legal professionals, and other talents working in the above regions may apply for a multiple-entry endorsement for talents traveling to or from Hong Kong or Macao with a validity period ranging from one to five years, based on the relevant talent certification issued by the talent authorities, eligible employers, or other relevant entities, and shall stay in Hong Kong or Macao for not more than 30 days during each visit. | | 一、扩大往来港澳人才签注政策试点实施范围。自2025年11月5日起，在北京、上海、粤港澳大湾区的基础上，在长三角、京津冀地区全域，以及全国所有自由贸易试验区实施往来港澳人才签注政策。在上述区域工作的内地杰出人才、科研人才、文教人才、卫健人才、法律人才以及其他人才，可凭人才主管部门、符合条件的用人单位等出具的有关人才证明，申请办理有效期1至5年不等的多次往来香港或者澳门人才签注，每次在香港或者澳门停留不超过30天。 |
| II. Implementation of measures for the national integrated processing of Mainland residents' applications for family visit endorsements for traveling to Taiwan. Starting from November 5, 2025, a Mainland resident intending to travel to Taiwan to visit any of his or her family members may apply for a family visit endorsement to the exit-entry administration of any public security authority at or above the county level throughout the country. Application procedures shall be consistent with those at the applicant's place of household registration. | | 二、实施大陆居民申办往来台湾探亲签注“全国通办”措施。自2025年11月5日起，大陆居民拟往来台湾地区探亲的，可向全国任意一个县级以上公安机关出入境管理机构提交探亲签注申请，申办手续与户籍地一致。 |
| III. Promoting the application of smart customs clearance at certain ports connecting with Hong Kong, Macao, and Taiwan. Starting from November 5, 2025, in addition to Shenzhen Bay Port in Shenzhen and Gongbei Port in Zhuhai, the “facial recognition” smart exit-entry clearance function shall be promoted and applied to Shanghai Hongqiao International Airport, Gaoqi International Airport, and Wutong Port in Xiamen, Pazhou Ferry Terminal and Nansha Passenger Port in Guangzhou, Huanggang, Luohu, Liantang, Futian, and Wenjindu Ports in Shenzhen, Hengqin, and Hong Kong-Zhuhai-Macao Bridge Port in Zhuhai. A Mainland resident holding a valid Exit/Entry Permit for Traveling to and from Hong Kong and Macao with a multiple-entry endorsement of stay, family visit, business, talent or any other type, a Hong Kong or Macao resident (including a non-Chinese citizen) holding a valid Mainland Travel Permit for Hong Kong and Macao Residents, or a Taiwan resident holding a five-year valid Mainland Travel Permit for Taiwan Residents, who has attained the age of 14 and consents to the collection and verification of his facial, fingerprint and other information for entry-exit border inspection purposes, may opt to use the “face recognition” smart fast-track channel at any of the above ports for entry and exit border inspection. Persons with limited or no capacity for civil conduct must be accompanied by their legal guardians when using the smart fast-track channel for entry or exit. | | 三、在部分与港澳台通航通行口岸推广应用智能通关。自2025年11月5日起，在深圳市深圳湾口岸、珠海市拱北口岸实施“刷脸”智能通关的基础上，在上海虹桥机场，厦门高崎机场、五通码头，广州琶洲客运港、南沙客运港，深圳皇岗、罗湖、莲塘、福田、文锦渡，珠海横琴、港珠澳大桥等口岸推广应用，年满14周岁以上，持有效往来港澳通行证和多次有效逗留、探亲、商务、人才、其他类赴港澳签注的内地居民，以及持有效港澳居民来往内地通行证（含非中国籍）的港澳居民、持5年有效台湾居民来往大陆通行证的台湾居民，且同意采集核验面相、指纹等信息用于出入境边防检查核验的，可选择使用上述口岸出入境边防检查现场智能快捷通道“刷脸”通行。限制或无民事行为能力人，经智能快捷通道出境入境时应有法定监护人陪同。 |
| IV. Supporting the efficient cross-border flow of factors of production in the Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. Starting from November 5, 2025, the following facilitation measures will be implemented in the Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. After a Mainland talent working at a scientific research institute, a sci-tech innovation enterprise, or any other institution within the Cooperation Zone undergoes recordation formalities with the administrative department of the Shenzhen Park of the Cooperation Zone, the exit-entry administration of the public security authority may issue a three-year multiple-entry endorsement of talent for travel to Hong Kong and Macao, without requiring the submission of talent certification documents during his or her application. Emerging and start-up enterprises are permitted to undergo business recordation formalities for Hong Kong or Macao travel with tax payment exemption in the first year. Priority shall be given to key enterprises and institutions in high-tech, advanced manufacturing, and other relevant fields regarding the number of personnel permitted to undergo recordation formalities for business travel to and from Hong Kong or Macao. Dedicated channels shall be established at Huanggang and Futian ports of entry for the cooperation zone. Persons from enterprises and institutions within the Shenzhen Park are allowed to enter and exit via Channel 1 of the Futian Bonded Area. Expedited border clearance facilitation shall be given to persons frequently traveling to and from the Cooperation Zone, and appointment-based clearance services shall be provided for persons requiring urgent entry/exit due to major projects or important events. A green channel shall be established for vehicles transporting scientific research supplies to and from the Cooperation Zone. Customs clearance inspection methods shall be optimized to enhance the customs clearance efficiency of scientific research supplies. | | 四、支持促进河套深港科技创新合作区深圳园区生产要素高效跨境流动。自2025年11月5日起，在河套深港科技创新合作区深圳园区实施以下便利措施。对于在合作区科研院所、科技创新企业等机构工作的内地人才，经合作区深圳园区管理部门备案后，公安机关出入境管理机构可予签发3年多次有效往来香港、澳门人才签注，申请时免予提交人才证明。允许新兴、初创企业首年度免纳税额办理往来港澳商务备案，对高新技术、高端制造等重点企业机构往来港澳备案人数名额予以倾斜。在皇岗、福田口岸设置合作区专用通道，允许深圳园区内企业机构工作人员经福田保税区一号通道入出境，为经常进出合作区的企业机构工作人员提供边检快捷通关便利，为因重大项目、重要活动等需紧急进出合作区人员提供预约通关服务。为运输科研物资进出合作区车辆开设绿色通道，优化通关查验方式，提升科研物资通关效率。 |
| V. Expanding the scope of ports offering 24-hour direct transit without inspection procedures. Starting from November 5, 2025, the 24-hour direct transit measure without exit-entry border inspection procedures shall be replicated and promoted at 10 international airports: Tianjin Binhai International Airport, Dalian Zhoushuizi International Airport, Nanjing Lukou International Airport, Fuzhou Changle International Airport, Qingdao Jiaodong International Airport, Wuhan Tianhe International Airport, Nanning Wuxu International Airport, Haikou Meilan International Airport, Chongqing Jiangbei International Airport, and Kunming Changshui International Airport. Passengers holding international interline tickets within 24 hours who transit directly through any of the above airports to a third country or region without leaving the airport may be exempted from undergoing exit-entry border inspection procedures. | | 五、扩大24小时直接过境免办查验手续口岸范围。自2025年11月5日起，在天津滨海、大连周水子、南京禄口、福州长乐、青岛胶东、武汉天河、南宁吴圩、海口美兰、重庆江北、昆明长水10个国际机场复制推广24小时直接过境免办出入境边防检查查验手续措施。对于持24小时内国际联程机票，经上述任一机场不出机场直接转机前往第三国或地区的出入境旅客，可以免办出入境边防检查查验手续。 |
| VI. Adding five ports in Guangdong Province as ports of entry eligible for China's 240-hour visa-free transit policy. Starting from November 5, 2025, five ports in Guangdong Province, including Pazhou Ferry Terminal, Hengqin Port, Hong Kong-Zhuhai-Macao Bridge Port, Zhongshan Port (Passenger), and West Kowloon Station Port of Guangzhou-Shenzhen-Hong Kong Express Rail Link, will be added as ports of entry eligible for China's 240-hour visa-free transit policy. The total number of ports of entry eligible for China's 240-hour visa-free transit policy has increased from 60 to 65. Citizens of the 55 countries who are eligible for the visa-free transit policy and hold valid international travel documents and interline tickets with confirmed dates and itineraries may enter China visa-free via any of the 65 designated ports across 24 provinces (autonomous regions and municipalities directly under the Central Government) when transiting through China to a third country (region), and stay and engage in activities for a maximum of 240 hours within the permitted stay areas for visa-free transit travelers. During their stay, such citizens may engage in activities such as tourism, business, visits, and family reunions, while activities such as work, study, and news reporting that require prior approval shall still be conducted with appropriate visas in advance before they enter China. If such citizens are subject to the relevant provisions of a reciprocal visa waiver agreement signed with China or China's unilateral visa-free policy, the provisions may prevail. | | 六、增加广东省5个口岸为240小时过境免签政策入境口岸。自2025年11月5日起，增加广州琶洲客运港、横琴、港珠澳大桥、中山港、广深港高铁西九龙站等5个口岸为240小时过境免签政策适用入境口岸，适用240小时过境免签的入境口岸总数由60个增加至65个。适用过境免签政策的55国公民持有效国际旅行证件和确定日期及行程的联程客票，从中国过境前往第三国（地区），可从24个省（自治区、直辖市）65个开放口岸中任一口岸免签入境，并在规定区域停留活动不超过240小时。停留期间可从事旅游、商务、访问、探亲等活动，工作、学习、新闻采访等需事先批准的活动仍应办妥签证方可入境。符合与我国签署互免签证协定或我单方面免签政策的，可从其规定。 |
