| Article 1 For the purpose of regulating military service registration, these Provisions are formulated in accordance with the Military Service Law of the People's Republic of China, the Reservists Law of the People's Republic of China, and the Regulation on the Conscription Work. | | 第一条 为了规范兵役登记工作，根据《中华人民共和国兵役法》、《中华人民共和国预备役人员法》、《征兵工作条例》，制定本规定。 |
| Article 2 These Provisions apply to the organization of initial military service registration and reserve service registration of citizens in accordance with the law. | | 第二条 本规定适用于组织公民依法进行初次兵役登记和预备役登记工作。 |
| Article 3 Military service registration, as the foundational work for enlistment for military service and the organization, selection, and replenishment of reservists in peacetime and manpower mobilization in wartime, shall be organized and implemented in a lawful, precise, and efficient manner. | | 第三条 兵役登记工作是开展平时兵员征集、预备役人员编组和选拔补充，以及进行战时兵员动员的基础性工作，应当依法、精准、高效组织实施。 |
| Article 4 Under the leadership of the State Council and the Central Military Commission, the Ministry of National Defense is responsible for nationwide military service registration; the relevant departments of central and state authorities and the Central Military Commission shall, in accordance with the division of responsibilities, properly carry out relevant work. | | 第四条 全国的兵役登记工作，在国务院、中央军事委员会领导下，由国防部负责，中央和国家机关、中央军委机关有关部门按照职责分工做好有关工作。 |
| The military service authorities of local people's governments at or above the county level are, under the leadership of higher military authorities and the people's governments at the same level, responsible for military service registration within their respective administrative regions; development and reform, education, public security, human resources and social security, veterans affairs, and other departments shall, in accordance with the division of responsibilities, properly carry out relevant work. | | 县级以上地方人民政府兵役机关，在上级军事机关和同级人民政府的领导下，负责本行政区域的兵役登记工作；发展改革、教育、公安、人力资源社会保障、退役军人事务等部门，按照职责分工做好有关工作。 |
| Authorities, organizations, enterprises, public institutions, the people's governments of townships, ethnic townships, and towns, and subdistrict offices shall, in accordance with the arrangements and requirements of the military service authorities of the people's governments of counties, autonomous counties, non-districted cities, and municipal districts, handle military service registration for themselves and their administrative regions. Institutions of institutions of regular higher education responsible for military service work shall assist military service authorities in handling matters related to military service registration. | | 机关、团体、企业事业组织和乡、民族乡、镇的人民政府以及街道办事处，应当根据县、自治县、不设区的市、市辖区人民政府兵役机关的安排和要求，办理本单位和本行政区域的兵役登记工作。普通高等学校负责兵役工作的机构，应当协助兵役机关办理兵役登记工作有关事项。 |
| Article 5 Military service authorities of local people's governments at or above the county level shall, together with the relevant departments of the people's governments at the same level, strengthen the organization, coordination, and supervisory inspection of military service registration within their respective administrative regions. | | 第五条 县级以上地方人民政府兵役机关应当会同本级人民政府有关部门，加强对本行政区域内兵役登记工作的组织协调和监督检查。 |
| Article 6 Local people's governments at or above the county level shall organize publicity and education on military service registration to enhance citizens' awareness of national defense and supervise and guide them in making military service registration in accordance with the law. | | 第六条 县级以上地方人民政府应当组织开展兵役登记宣传教育，增强公民的国防观念，督促引导公民依法进行兵役登记。 |
| Units of the armed forces at or above the regimental level shall, prior to service members' separation from active service, organize special education to supervise and guide them in modifying their military service registration information and making reserve service registration as required in a timely manner. | | 军队团级以上单位应当在军人退出现役离队前组织专题教育，督促引导军人退出现役后按照规定及时进行兵役登记信息变更和预备役登记。 |
| Article 7 The relevant military and government departments shall establish a mechanism for sharing citizens' military service information, supporting business coordination between military service authorities on one side and development and reform, education, public security, human resources and social security, veterans affairs, and other relevant military and government departments, as well as organizations such as disabled persons' federations, on the other. | | 第七条 军地有关部门应当建立公民兵役信息共享机制，为兵役机关与发展改革、教育、公安、人力资源社会保障、退役军人事务等军地有关部门和残疾人联合会等组织间的业务协同提供支撑。 |
| Entities and personnel related to military service registration shall comply with national confidentiality provisions, and shall not divulge or illegally provide to others the collected military service registration information. | | 兵役登记工作相关单位和人员应当遵守国家保密规定，不得泄露或者向他人非法提供收集的兵役登记信息。 |
| Article 8 The military service authorities of local people's governments at or above the county level shall, before the end of December each year, release to the public a military service registration announcement, specifying the scope of eligible persons, time, place, procedures, methods, and relevant requirements for military service registration in the following year. | | 第八条 县级以上地方人民政府兵役机关应当于每年12月底前，面向社会发布兵役登记公告，明确翌年兵役登记的对象范围、时间地点、程序方法和有关要求。 |
| Article 9 Funds required for military service registration shall be guaranteed at different levels in accordance with affiliation and included in the expenditures for annual military service work. | | 第九条 开展兵役登记工作所需经费按照隶属关系分级保障，列入年度兵役工作费开支。 |

| Article 10 The military service authorities of the people's governments of counties, autonomous counties, non-districted cities, and municipal districts shall, before October 31 each year, arrange for male citizens within their respective administrative regions who will have reached the age of 18 by December 31 of that year to make initial military service registration. | | 第十条 县、自治县、不设区的市、市辖区人民政府兵役机关应当于每年10月31日前，组织本行政区域内当年12月31日以前年满18周岁的男性公民进行初次兵役登记。 |
| Article 11 A citizen shall make initial military service registration with the military service authorities of the people's government of the county, autonomous county, non-districted city, or municipal district at the place of his or her household registration, mainly registering information on the name, place of household registration, citizen identification number, the school where he or she has graduated or is enrolled, contact information, and address of residence, among others, as well as circumstances of exemption or disqualification from military service. The registered information shall be accurate and complete. | | 第十一条 公民初次兵役登记由其户籍所在地县、自治县、不设区的市、市辖区人民政府兵役机关负责，主要登记公民的姓名、户籍地、公民身份号码、毕业（就读）学校、联系方式、住址等信息，以及免服兵役、不得服兵役的情形。登记信息应当准确详实。 |
| Article 12 Initial military service registration shall mainly be made online and independently by citizens through the online military service registration platform. In the case of on-site registration, authorities, organizations, enterprises, public institutions, the people's governments of townships, ethnic townships, and towns, and subdistrict offices shall, in accordance with the arrangements of military service authorities and actual work needs, process registration by setting up military service registration offices at workplaces or at locations convenient for citizens. | | 第十二条 初次兵役登记主要采取网络登记的方式进行，由公民通过兵役登记网络平台自主完成；采取现场登记方式的，由机关、团体、企业事业组织和乡、民族乡、镇的人民政府以及街道办事处根据兵役机关的安排和实际工作需要，通过在工作场所设置兵役登记站、在便于公民登记的场所开设兵役登记点实施。 |
