The Regulation on Promoting Nationwide Reading, as adopted at the 73rd executive meeting of the State Council on November 27, 2025, is hereby issued with effect from February 1, 2026. 《全民阅读促进条例》已经2025年11月27日国务院第73次常务会议通过,现予公布,自2026年2月1日起施行。

Regulation on Promoting Nationwide Reading 全民阅读促进条例
Chapter I General Provisions 

第一章 总  则

Article 1 This Regulation is developed for the purposes of promoting nationwide reading, advancing the development of a society steeped in a culture of reading, enhancing the ideological and moral integrity as well as scientific and cultural literacy of the entire nation, elevating the level of civilization throughout society, and propelling the building of a socialist cultural powerhouse.   第一条 为了促进全民阅读,推进书香社会建设,增强全民族思想道德素质和科学文化素养,提高全社会文明程度,推动建设社会主义文化强国,制定本条例。
Article 2 The nationwide reading promotion initiative shall uphold the leadership of the Communist Party of China (CPC), adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement Xi Jinping Thought on Culture, uphold a people-centered approach, build stronger cultural confidence, develop advanced socialist culture, carry forward revolutionary culture, and inherit the fine traditions of Chinese culture.   第二条 全民阅读促进工作坚持中国共产党的领导,坚持以习近平新时代中国特色社会主义思想为指导,贯彻落实习近平文化思想,坚持以人民为中心,坚定文化自信,发展社会主义先进文化,弘扬革命文化,传承中华优秀传统文化。
The nationwide reading promotion initiative shall be guided by Core Socialist Values, disseminate scientific and cultural knowledge beneficial to the comprehensive development of citizens and the progress of social civilization, stimulate citizens' interest in reading, cultivate their reading habits, enhance their reading abilities, and improve the quality of their reading, to create a strong atmosphere throughout society where people love reading, read good books, and read well. 全民阅读促进工作坚持以社会主义核心价值观为引领,传播有益于公民全面发展和社会文明进步的科学文化知识,激发公民阅读兴趣,培养公民阅读习惯,增强公民阅读能力,提升公民阅读质量,形成全社会爱读书、读好书、善读书的浓厚氛围。
Article 3 The nationwide reading promotion initiative shall be under the leadership of Party committees and the guidance of governments, with the participation of social forces. In accordance with the principles of public interest, fundamental accessibility, equality, and convenience, an inclusive and efficient nationwide reading promotion system that covers all citizens shall be established to nurture civilized practices, deepen commitment to both family and nation, and strengthen a powerful source of inspiration for achieving the rejuvenation of the Chinese nation.   第三条 全民阅读促进工作由党委领导、政府主导、社会力量参与,按照公益性、基本性、均等性、便利性的要求,构建全民覆盖、普惠高效的全民阅读促进体系,涵育文明风尚,厚植家国情怀,增强实现中华民族伟大复兴的精神力量。
Article 4 The state strengthens the promotion of nationwide reading.   第四条 国家加强全民阅读促进工作。
Local people's governments at or above the county level shall enhance the overall planning and coordination of the nationwide reading promotion initiative within their respective administrative regions. 县级以上地方人民政府应当加强对本行政区域内全民阅读促进工作的统筹协调。
Article 5 The national press and publication department shall be responsible for promoting nationwide reading throughout the country. The relevant departments of the State Council shall be responsible for promoting nationwide reading within the scope of their respective duties.   第五条 国家新闻出版主管部门负责全国全民阅读促进工作。国务院有关部门在各自职责范围内负责相关全民阅读促进工作。
Local press and publication departments at or above the county level shall be responsible for promoting nationwide reading within their respective administrative regions. The relevant departments of local people's governments at or above the county level shall be responsible for promoting nationwide reading within the scope of their respective duties. 县级以上地方新闻出版主管部门负责本行政区域内全民阅读促进工作。县级以上地方人民政府有关部门在各自职责范围内负责相关全民阅读促进工作。
Article 6 The national press and publication department shall develop a plan for promoting nationwide reading in conjunction with relevant departments of the State Council, specifying the objectives, tasks, and measures for the nationwide reading promotion initiative.   第六条 国家新闻出版主管部门会同国务院有关部门制定全民阅读促进工作方案,明确全民阅读促进工作的目标、任务、措施等内容。
Local press and publication departments at or above the county level shall develop implementation plans for promoting nationwide reading within their respective administrative regions in conjunction with relevant departments at the same level and in light of actual circumstances. 县级以上地方新闻出版主管部门会同同级有关部门根据实际情况制定本行政区域的全民阅读促进工作实施方案。
Article 7 People's governments at or above the county level shall, in light of actual circumstances, include the necessary funding for the nationwide reading promotion initiative in their respective budgets, improve reading service systems, create favorable reading environments, and enhance the effectiveness of reading services.   第七条 县级以上人民政府应当结合实际情况将全民阅读促进工作所需经费纳入本级预算,完善阅读服务体系,创造良好阅读环境,提高阅读服务效能。
Article 8 Mass organizations such as trade unions, the Communist Youth League of China, women's federations, federations of literary and art circles, writers' associations, science and technology associations, and disabled persons' federations shall promote nationwide reading based on their respective characteristics.   第八条 工会、共产主义青年团、妇女联合会、文学艺术界联合会、作家协会、科学技术协会、残疾人联合会等群团组织结合自身特点开展全民阅读促进工作。
Article 9 The state supports and guides efforts to diversify publication varieties, optimize publication structures, enhance publication quality, and release more outstanding publications characterized by profound ideas, exquisite artistic expression, and sophisticated production quality, to increase the supply of high-quality content for nationwide reading.   第九条 国家支持和引导丰富出版品种,优化出版结构,提高出版质量,推出更多思想精深、艺术精湛、制作精良的优秀出版物,加大全民阅读优质内容供给。
Article 10 Entities and individuals making outstanding contributions to promoting nationwide reading shall be commended in accordance with the relevant provisions issued by the state.   第十条 对在全民阅读促进工作中做出突出贡献的单位和个人,按照国家有关规定予以表彰。
Chapter II Popularizing Nationwide Reading 

第二章 全民阅读推广

Article 11 The state encourages popularizing activities relating to nationwide reading that feature healthy and positive content, cultural depth, and diverse formats, and advocates integrating such activities with the characteristics of all regions and industries to enhance their appeal, increase public participation, and ensure practical effectiveness.   第十一条 国家鼓励开展内容健康向上、展现文化底蕴、形式丰富多样的全民阅读推广活动,倡导将全民阅读推广活动与各地区各行业特色相结合,增强吸引力、提高参与度、注重实效性。
Article 12 Local press and publication departments at or above the county level shall, in conjunction with relevant departments at the same level, strengthen the popularization of nationwide reading, organize popularizing activities relating to nationwide reading, and cultivate nationwide reading brands.   第十二条 县级以上新闻出版主管部门会同同级有关部门加强全民阅读推广工作,组织开展全民阅读推广活动,培育全民阅读活动品牌。
Local press and publication departments at or above the county level shall organize public-interest publicity campaigns to promote nationwide reading, advocate for citizens to read more classics and elevate their spiritual horizons, and guide citizens in embracing the concept of lifelong reading. 县级以上新闻出版主管部门应当组织开展全民阅读公益宣传,倡导公民多读经典、提升精神境界,引导公民树立终身阅读理念。
Article 13 The fourth week of April each year shall be designated as the National Reading Campaign Week.   第十三条 每年4月第四周为全民阅读活动周。
Article 14 The national press and publication department and other competent departments shall, in accordance with their respective duties, promote outstanding publications in aspects such as the Party's innovative theories, philosophy and social sciences, literature and art, and science and technology, and guide citizens in reading high-quality content.   第十四条 国家新闻出版等主管部门按照各自职责做好党的创新理论、哲学社会科学、文学艺术、科学技术等方面优秀出版物推介工作,引导公民阅读优质内容。
Article 15 Those engaged in popularizing nationwide reading shall possess professional competence in relevant fields, popularize high-quality reading content, and uphold Core Socialist Values.   第十五条 从事全民阅读推广应当具备相应领域的专业能力,推广优质阅读内容,弘扬社会主义核心价值观。
Article 16 News media entities, including newspaper and periodical publishers, news agencies, radio stations, television stations, and news websites, shall publicize outstanding publications and advanced models in nationwide reading through news reports, special columns (programs), public-interest advertisements, and other means, to popularize nationwide reading activities and foster a strong social atmosphere conducive to nationwide reading.   第十六条 报刊出版单位、通讯社、广播电台、电视台、新闻网站等新闻媒体应当通过新闻报道、专题栏目(节目)、公益广告等方式,宣传优秀出版物和全民阅读先进典型,推广全民阅读活动,营造全民阅读氛围。
