The Provisions of the Hainan Free Trade Port on the Promotion of Modern Logistics, as adopted at the 21st Session of the Standing Committee of the Seventh People's Congress of Hainan Province on November 27, 2025, are hereby issued, with effect from January 1, 2026. 《海南自由贸易港现代物流业促进规定》已由海南省第七届人民代表大会常务委员会第二十一次会议于2025年11月27日通过,现予公布,自2026年1月1日起施行。

Provisions of the Hainan Free Trade Port on the Promotion of Modern Logistics 海南自由贸易港现代物流业促进规定
(Adopted at the 21st Session of the Standing Committee of the Seventh People's Congress of Hainan Province on November 27, 2025) (2025年11月27日海南省第七届人民代表大会常务委员会第二十一次会议通过)
Article 1 These Provisions are developed in accordance with the Hainan Free Trade Port Law of the People's Republic of China and other relevant laws and administrative regulations and in light of the realities of the Hainan Free Trade Port for the purposes of promoting the high-quality development of the modern logistics industry and allowing modern logistics to play its foundational role in the construction and development of the Hainan Free Trade Port.   第一条 为了促进现代物流业高质量发展,发挥现代物流在海南自由贸易港建设发展中的基础性作用,根据《中华人民共和国海南自由贸易港法》等有关法律、行政法规,结合海南自由贸易港实际,制定本规定。
Article 2 These Provisions apply to activities related to the planning, construction, management, services, and operation of the modern logistics industry within the Hainan Free Trade Port.   第二条 在海南自由贸易港内开展现代物流业规划、建设、管理、服务、经营等活动,适用本规定。
For the purposes of these Provisions, “modern logistics industry” means a composite industry that provides multi-functional, integrated, and comprehensive services by effectively combining basic functions such as transport, storage, loading and unloading, handling, packaging, distribution processing, delivery, and information processing during the physical flow of goods and articles from the places where they are supplied to the places where they are received. 本规定所称现代物流业,是指货物、物品从供应地向接收地实体流动的过程中,将运输、储存、装卸、搬运、包装、流通加工、配送、信息处理等基本功能有机结合,提供多功能、一体化、综合性服务的复合型产业。
Article 3 The modern logistics industry shall adhere to the principles of being market-oriented and government-guided; advancing in an overall manner; being innovation-driven; being linked and integrated; being intelligence-led; and being green and low-carbon. Efforts shall be made to advance the application of domestic and international logistics industry rules, specifications, and standards in the fields of water, land, and air transport; establish a modern logistics system that is supply-demand matched, internally and externally connected, safe and efficient, smart and green; pursue deep integration and development with manufacturing, tourism, modern services, high-tech industries, and tropical high-efficiency characteristic agriculture, and enhance logistics service quality and efficiency while effectively reducing logistics costs.   第三条 现代物流业坚持市场主导、政府引导、统筹推进、创新驱动、联动融合、智慧引领、绿色低碳的原则,推进水运、陆运、空运等领域国内国际物流行业规则、规范、标准的应用,建设供需适配、内外联通、安全高效、智慧绿色的现代物流体系,与制造业以及旅游业、现代服务业、高新技术产业、热带特色高效农业等产业深度融合发展,提升物流服务质量和效率,有效降低物流成本。
Article 4 People's governments at or above the county level shall strengthen organizational leadership for the development of the modern logistics industry, incorporate it into national economic and social development plans, and include necessary funding for promoting the development of the modern logistics industry in their respective government budgets.   第四条 县级以上人民政府应当加强对现代物流业发展工作的组织领导,将现代物流业发展纳入国民经济和社会发展规划,将促进现代物流业发展所需经费列入本级政府财政预算。
The provincial people's government shall establish a joint meeting system for the development of the modern logistics industry to coordinate and advance the development of the modern logistics industry and coordinate efforts to address major issues arising in the development of the modern logistics industry in a timely manner. 省人民政府应当建立现代物流业发展联席会议制度,统筹推进现代物流业发展,及时协调解决现代物流业发展中的重大问题。
The provincial people's government shall organize the general development plan for the modern logistics industry, and ensure its alignment with general land use and spatial plans, comprehensive transport plans, and general port construction plans. 省人民政府应当组织制定现代物流业发展规划,与国土空间规划、综合交通运输规划、口岸建设规划等相衔接。
Article 5 The development and reform commission of the provincial people's government is responsible for coordinating the development of the modern logistics industry, developing relevant policies, implementing the general development plan for the modern logistics industry in conjunction with relevant departments, strengthening logistics infrastructure construction and the innovative development of the logistics industry, improving the organization and efficiency of logistics operations, enhancing coordination, connection, and guarantees for factors, optimizing the pricing management mechanism for logistics services, and effectively reducing logistics costs.   第五条 省人民政府发展改革部门负责统筹协调现代物流业发展工作,制定现代物流业发展相关政策,会同有关部门实施现代物流业发展规划,加强物流基础设施建设和行业创新发展,提高物流组织化程度和效率,加强协同衔接和要素保障,优化物流服务价格管理机制,有效降低物流成本。
The overall planning and coordination departments of the logistics industry designated by the people's governments of cities, counties, and autonomous counties are responsible for advancing the development of the modern logistics industry within their respective administrative regions. 市、县、自治县人民政府确定的物流业统筹协调部门负责推进本行政区域内现代物流业发展工作。
The transport, commerce, natural resources and planning, agriculture and rural affairs, industry and information technology, finance, education, public security, emergency management, statistics, market regulation departments, supply and marketing cooperatives, and other departments and postal administrations, tax authorities, and other entities of people's governments at or above the county level shall perform their respective duties in relation to the development of the modern logistics industry. 县级以上人民政府交通运输、商务、自然资源和规划、农业农村、工业和信息化、财政、教育、公安、应急管理、统计、市场监管、供销等部门和邮政管理、税务等单位按照各自职责,做好现代物流业发展相关工作。
Article 6 Logistics industry associations shall strengthen self-regulation, assist in establishing a credit system for the modern logistics industry, helping enterprises to participate in national and international accreditation of enterprises, and support logistics enterprises in expanding domestic markets and developing international markets.   第六条 物流行业协会应当加强行业自律,协助现代物流行业信用体系建设,协助企业参与国家、国际等级企业资质认证,支持物流企业拓展国内市场、开辟国际市场。
Logistics industry associations shall play their roles in logistics planning, policy recommendations, statistics and information, technical cooperation, talent training, consulting services, international exchange and collaboration, rights protection, and other relevant aspects. 物流行业协会应当发挥在物流规划、政策建议、统计与信息、技术合作、人才培训、咨询服务、对外交流合作和权益保护等方面的作用。
Article 7 The development and reform commission of the provincial people's government shall, in conjunction with departments and entities, including transport, commerce, and postal administration, periodically evaluate the effectiveness of measures promoting the development of the modern logistics industry. Relevant departments and entities shall adjust and refine development measures based on evaluation results in a timely manner.   第七条 省人民政府发展改革部门应当会同交通运输、商务、邮政管理等部门和单位,定期对促进现代物流业发展成效开展评估。有关部门和单位应当根据评估情况及时调整、完善现代物流业发展措施。
Article 8 The development and reform, transport, and other departments of provincial people's governments shall strengthen the integrated planning and construction of transport infrastructure to achieve inter-modal connectivity and efficient connection among waterway, rail, road, and air transport modes.   第八条 省人民政府发展改革、交通运输等部门应当加强交通基础设施一体化布局和建设,实现水路、铁路、公路、航空等交通运输方式联程联运和高效衔接。
Efforts shall be made to support the adoption of service models in which multi-modal transport operators assume full responsibilities throughout the journey under a single document system, as well as a “single container” service model for containerized transport; develop transport organization methods such as less-than-container load (LCL) consolidation services, modular transport, bulk-to-container conversion, and drop-and-pull transport; advance the digitalization of documents for rail?and?water inter-modal services, and promote the interconnectivity and sharing of information between railways and ports. Exploration into the launch of China-Europe (Central Asia) freight train services shall be encouraged. 支持推行多式联运经营人全程负责的“一单制”服务模式和集装箱运输“一箱制”服务模式,发展集拼集运、模块化运输、散装改集装箱运输、甩挂运输等运输组织模式;推进铁路水路联运业务单证电子化,促进铁路、港口信息互联共享。鼓励探索开通中欧(中亚)班列铁路业务。
Article 9 The provincial people's government and the people's governments of relevant cities, counties, and autonomous counties are responsible for advancing the development of Haikou as a trade and service-oriented national logistics hub, Sanya as airport-oriented national logistics hub, and Yangpu as a port-oriented national logistics hub, implement measures to strengthen and extend the national comprehensive freight hub to supplement and enhance industry chains, boost the construction of Yangpu as a city bearing a national key cold chain logistics base and a global international postal and courier hub, advance the construction of provincial logistics parks and the courier logistics base in Haikou Airport Industrial Park, propel the establishment of integrated logistics parks on both sides of the Qiongzhou Strait, and explore cooperation with other countries and regions in building cross-border logistics parks.   第九条 省人民政府和有关市、县、自治县人民政府应当负责推进海口商贸服务型、三亚空港型、洋浦港口型国家物流枢纽建设,实施国家综合货运枢纽补链强链,推进洋浦国家骨干冷链物流基地和全球性国际邮政快递枢纽承载城市建设,推进省级物流园区和海口临空产业园快递物流基地建设,推动在琼州海峡两岸建设一体化运作的物流园区,探索与其他国家和地区合作建设跨境物流园区。
The provincial people's government and the people's governments of relevant cities, counties, and autonomous counties shall coordinate efforts to advance logistics infrastructure construction, develop logistics hub economy, and strengthen the layout integration and coordinated development of industrial parks, industrial clusters, and facilities such as national logistics hubs, logistics parks, and logistics centers. Industrial parks and industrial clusters, among others, shall be supported in newly building or renovating logistics infrastructure, attract third-party logistics enterprises to join in them, and provide specialized and socialized logistics services. 省人民政府和有关市、县、自治县人民政府应当统筹推进物流基础设施建设,发展物流枢纽经济,加强产业园区、产业集群与国家物流枢纽、物流园区、物流中心等设施布局衔接、联动发展。支持产业园区、产业集群等新建或者改造物流基础设施,吸引第三方物流企业进驻并提供专业化、社会化物流服务。
Article 10 People's governments at or above the county level shall introduce and cultivate leading logistics and supply chain enterprises, support them in establishing their headquarters or regional headquarters in the Hainan Free Trade Port, and propel the aggregation of supply chain resources such as procurement, warehousing, and distribution.   第十条 县级以上人民政府应当引进和培育物流、供应链龙头企业,支持其在海南自由贸易港设立总部或者区域总部,推动供应链采购、仓储和配送等要素资源集聚。
Logistics enterprises shall be supported in upgrading and transforming themselves through adopting new technologies and equipment, innovating logistics organization and service models, and other means, and engaging in division of labor and cooperation with global logistics and supply chain enterprises. 支持物流企业通过采用新技术和新设备、创新物流组织和服务模式等方式转型升级,与全球物流企业、供应链企业开展分工合作。
Overseas logistics and supply chain enterprises are encouraged to invest in and form enterprises in the Hainan Free Trade Port, and invest in, construct, and operate logistics projects in accordance with the law. 鼓励境外物流企业、供应链企业在海南自由贸易港投资设立企业,依法投资建设、经营物流项目。
Article 11 Logistics enterprises are encouraged to innovate in collaborative supply chain operation models with manufacturers and commercial enterprises, optimize logistics processes, jointly build facilities and equipment, and connect information systems, to deeply embed logistics services into manufacturing supply chain systems.   第十一条 鼓励物流企业与制造企业、商贸企业创新供应链协同运营模式,优化物流流程、共建设施设备、对接信息系统,将物流服务深度嵌入制造供应链体系。
Eligible manufacturers shall be supported in integrating and connecting dispersed logistics service capabilities and resources to achieve a scale-up organization, specialized services, and socialized collaboration. 支持具备条件的制造企业整合对接分散的物流服务能力和资源,实现规模化组织、专业化服务、社会化协同。
The people's governments of cities, counties, and autonomous counties shall coordinate the planning and layout of clusters for small and medium-sized logistics enterprises, develop supporting logistics infrastructure for these clusters, advance the clustering and coordinated development of such enterprises, and extend their service functions. 市、县、自治县人民政府应当统筹规划布局中小微物流企业集聚区,规划建设与集聚区配套的物流基础设施,推进中小微物流企业集聚、协同发展,延伸服务功能。
Article 12 The port administration of the provincial people's government shall, in conjunction with relevant competent industry authorities, propel applications for relevant port entry qualifications based on import trade needs, improve the functions of logistics hubs, and ensure the smooth operation of logistics chains.   第十二条 省人民政府口岸管理部门应当会同有关行业主管部门根据进口贸易需要,推动申请相关进境口岸资质,提升物流枢纽功能,保障物流链条畅通。
...... 省人民政府口岸管理、交通运输、海关、海事、边检等部门和单位应当合理优化对外开放口岸、“二线口岸”功能布局,推进口岸物流数字化转型,建立企业、港口和口岸监管部门信息共享、数据联动机制,实现空港和港航作业单证电子化,实施信用监管、智慧监管、分类监管和协同监管。
 海关应当推进实施“提前申报”“两步申报”“抵港直装”“船边直提”等措施,创新国际邮件、跨境电商、国际快件监管模式,会同有关部门优化进出境寄递物品协作机制,实现对外开放口岸通关与物流的一体化服务联动。
