| The market regulation bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; and all relevant entities: | | 各省、自治区、直辖市和新疆生产建设兵团市场监管局（厅、委），各有关单位： |
| For the purposes of thoroughly studying and implementing the spirit of the important expositions and important instructions and directives of General Secretary Xi Jinping on work safety, comprehensively implementing the decisions and arrangements of the CPC Central Committee and the State Council regarding the prevention and resolution of major safety risks, effectively assigning the primary safety responsibilities of entities using special equipment, effectively establishing and improving the daily management and control, weekly inspection, and monthly dispatching work systems and mechanisms, systematically controlling safety risks, preventing and reducing work safety accidents, and continuously improving the safety management level of equipment, the State Administration for Market Regulation has decided to conduct the pilot work of integrity management of pressure-bearing special equipment in some enterprises. You are hereby notified of the relevant matters as follows. | | 为深入学习贯彻习近平总书记关于安全生产的重要论述和重要指示批示精神，全面落实党中央、国务院关于防范化解重大安全风险的决策部署，压实特种设备使用单位的安全主体责任，有效建立健全日管控、周排查、月调度工作制度和机制，系统性管控安全风险，预防和减少安全生产事故，不断提升设备安全管理水平，市场监管总局决定在部分企业开展承压类特种设备完整性管理试点工作。现将有关事项通知如下。 |
| I. General objectives | | 一、总体目标 |
| The principle of “adhering the supremacy of the people and the supremacy of life” shall be adhered to. With implementation of the primary responsibility of enterprises for the safe use of pressure-bearing special equipment and enhancement of the risk control capabilities of pressure-bearing special equipment, the implementation of the integrity management of pressure-bearing special equipment shall be propelled, a new model of special equipment management that is well-structured, clearly defined in responsibilities, clear in processes, standardized in management, scientific in decision-making, and safe and efficient shall be established, and major and extremely serious accidents shall be prevented and curbed, to effectively safeguard the lives and property of the people. | | 坚持“人民至上、生命至上”，以落实企业承压类特种设备使用安全主体责任、提升承压类特种设备风险管控能力为核心，推动实施承压类特种设备的完整性管理，构建机构健全、职责明确、流程清晰、管理规范、决策科学、安全高效的特种设备管理新模式，防范和遏制重特大事故发生，切实保障人民群众生命财产安全。 |
| II. Regions implementing the pilot program and the scope of the pilot program | | 二、试点地区和范围 |
| Some enterprises engaged in chemical production, petroleum refining, and manufacturing of chemical products in Tianjin, Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Henan, Hubei, Sichuan, Shaanxi, and Xinjiang (“chemical enterprises implementing the pilot program,” see Annex 1 for the list. | | 天津、辽宁、上海、江苏、浙江、安徽、福建、山东、河南、湖北、四川、陕西和新疆从事化工生产、石油炼制、化学品生产的部分企业（以下简称试点化工企业，名单见附件1）。 |

| Chemical enterprises implementing the pilot program may, in consideration of their actual circumstances, develop work plans for the integrity management of pressure-bearing special equipment with reference to the Guidelines for the Integrity Management of Pressure-bearing Special Equipment (for Trial Implementation, see Annex 2), establish an integrity management systems (or special systems), and effectively implement them. The main tasks are as follows: | | 试点化工企业可结合自身实际，参考《承压类特种设备完整性管理指南（试行）》（见附件2）制定承压类特种设备完整性管理工作方案，建立完整性管理体系（或专项制度）并有效实施，主要任务如下： |
