| For the purposes of advancing the sound and sustainable development of international road transport under the Customs Convention on the International Transport of Goods under Cover of TIR Carnets ("TIR Convention") and enhancing the facilitation of goods customs clearance, the relevant matters are hereby announced as follows: | | 为进一步推动《国际公路运输公约》（TIR公约）项下国际公路运输健康可持续发展，提升货物通关便利化水平，现将有关事项公告如下： |
| I. Carriers and vehicles of countries that have concluded bilateral or multilateral international road transport agreements with China may, subject to compliance with the relevant provisions of such agreements, engage in TIR transport operations in accordance with the provisions of the TIR Convention. | | 一、对同我国签有双边或多边汽车运输协定的国家，其承运人及车辆在符合协定规定的情形下，可以按照TIR公约规定从事TIR运输活动。 |
| II. In accordance with the TIR Convention and relevant provisions, vehicles used for TIR transport shall obtain a Certificate of Approval of a Road Vehicle (the “Certificate of Approval”), except for tractors and semi-trailers transporting containers that comply with the Customs Convention on Containers, 1972, and road vehicles transporting heavy or bulky goods. | | 二、根据TIR公约及相关规定，除装载符合《一九七二年集装箱关务公约》的集装箱进行运输的牵引车头及半挂车、运输长大笨重货物的公路车辆外，从事TIR运输的车辆应当取得《海关加封货物道路运输车辆批准证明书》（以下简称《车辆批准证明书》）。 |
