Announcement of the Supreme People's Court
The Provisions of the Supreme People's Court on Several Issues Concerning the Handling of Cases for Application to the People's Courts for Compulsory Enforcement of Decisions on Compensation for Expropriation of Buildings on State-Owned Land, as adopted at the 1,543rd session of the Judicial Committee of the Supreme People's Court on February 27, 2012, are hereby issued and shall come into force on April 10, 2012.

Provisions of the Supreme People's Court on Several Issues Concerning the Handling of Cases for Application to the People's Courts for Compulsory Enforcement of Decisions on Compensation for Expropriation of Buildings on State-Owned Land
(Interpretation No. 4 [2012] of the Supreme People's Court)
For purposes of legally and properly handling cases on applications by a city-level or county-level people's government to a people's court for the compulsory enforcement of a decision on compensation for expropriated buildings on state-owned land (hereinafter referred to as the “decisions on compensation for expropriation”), safeguarding the public interest, and guaranteeing the lawful rights and interests of owners of expropriated buildings, these Provisions are formulated in accordance with the Administrative Procedure Law of the People's Republic of China, the Administrative Compulsion Law of the People's Republic of China, the Regulation on the Expropriation of Buildings on State-Owned Land and Compensation (hereinafter referred to as the “Regulation”), other relevant laws and administrative regulations, and in light of trial practice.

最高人民法院《关于办理申请人民法院强制执行国有土地上房屋征收补偿决定案件若干问题的规定》已于2012年2月27日由最高人民法院审判委员会第1543次会议通过,现予公布,自2012年4月10日起施行。

最高人民法院关于办理申请人民法院强制执行国有土地上房屋征收补偿决定案件若干问题的规定
(法释〔2012〕4号)
为依法正确办理市、县级人民政府申请人民法院强制执行国有土地上房屋征收补偿决定(以下简称征收补偿决定)案件,维护公共利益,保障被征收房屋所有权人的合法权益,根据《中华人民共和国行政诉讼法》、《中华人民共和国行政强制法》、《国有土地上房屋征收与补偿条例》(以下简称《条例》)等有关法律、行政法规规定,结合审判实际,制定本规定。

Article 1 A case on application to a people's court for compulsory enforcement of a decision on compensation for expropriation shall be under the jurisdiction of the basic-level people's court within the region where the building is located, and the higher people's court may, in light of actual local circumstances, determine the court exercising jurisdiction.
   第一条 申请人民法院强制执行征收补偿决定案件,由房屋所在地基层人民法院管辖,高级人民法院可以根据本地实际情况决定管辖法院。
Article 2 When filing an application for compulsory enforcement with a people's court, the applicant organ shall, in addition to an application form for enforcement and accompanying materials as prescribed in Article 28 of the Regulation, submit the materials listed below:
