1. Brief statement of facts (一)简要案情
Defendant Zhang Wanqi was in some financial dispute with her ex-boyfriend Gong. Around 7:00 pm on March 23, 2007, she went to the Peking University Second Stadium Club, which was then operated by Gong as a contractor, with the intent of collecting the club's business revenue for the day. After Gong refused her request, she dialed 110 on her cell phone, and falsely reported to the police that there was a bomb in the Second Stadium of Peking University. Immediately, the police department dispatched a number of police officers to canvass the scene, and evacuated more than 200 people from the Second Stadium of Peking University. 2007年3月23日19时许,被告人张琬奇因和前男友宫某某之间有经济纠纷,到宫某某承包的北京大学第二体育馆歌舞厅欲收取当日的营业款。遭到拒绝后,张琬奇使用手机拨打“110”报警,谎称北京大学第二体育馆内有炸弹,造成公安机关出动多名警力赶赴现场进行排查,并疏散北京大学第二体育馆内群众200余人。
