| In July 2018, Zhu Xiaochen tipped off on the online platform of the Ministry of Ecology and Environment, 12369, that Shanghai Yurui Biotechnology (Anyang) Pharmaceutical Co., Ltd. had problems of illegal discharge within the jurisdiction of the Environmental Protection Bureau of Anyang County. In August 2018, information on the online tip-off platform of the Ministry of Ecology and Environment showed that the tip-off has been accepted and the conclusion was that there was no environmental illegality upon on-site inspection. On September 7, 2018, Zhu Xiaochen submitted a written application for disclosing the relevant environmental information of the aforesaid tip-off case. On September 20, the Environmental Protection Bureau of Anyang County issued a written reply that the information applied should not be disclosed. Zhu Xiaochen filed an administrative lawsuit and claimed that the handling conclusion and opinion of the Environmental Protection Bureau of Anyang County for the tip-off case should be set aside according to the law and the tip-off case should be re-investigated and handled; and the relevant environmental information should be disclosed according to the law. | | 2018年7月，朱晓琛通过生态环境部12369网上平台举报安阳县环境保护局辖区内上海玉瑞生物科技（安阳）药业有限公司存在违法排放问题。2018年8月，生态环境部网上举报平台信息显示该举报已受理，结论为经现场检查，未发现有环境违法问题。2018年9月7日，朱晓琛提交书面申请，请求公开前述举报案件相关环境信息等。9月20日，安阳县环境保护局作出答复，不予公开所申请信息。朱晓琛提起行政诉讼，请求依法撤销安阳县环境保护局对所举报案件的处理结论及意见，重新调查和处理；依法公开相关环境信息。 |
