国家发展改革委办公厅关于印发《养老产业专项债券发行指引》的通知

各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委：

为加大债券融资方式对信息电网油气等重大网络工程、健康与养老服务、生态环保、清洁能源、粮食和水利、交通、油气及矿产资源保障工程等七大类重大投资工程包，以及信息消费、绿色消费、住房消费、旅游休闲消费、教育文体消费和养老健康消费等六大领域消费工程的支持力度，拉动重点领域投资和消费需求增长，现将我委制定的《养老产业专项债券发行指引》印发你们，请在企业债券预审工作中认真贯彻执行。

《养老产业专项债券发行指引》

近年来，我国养老服务业快速发展，以居家为基础、社区为依托、机构为支撑的养老服务体系初步建立。但总体上看，养老服务和产品供给不足、市场发育不健全、城乡区域发展不平衡等问题还十分突出。为贯彻《国务院关于加快发展养老服务业的若干意见》（国发〔2013〕35号）精神，加大企业债券融资方式对养老产业的支持力度，引导和鼓励社会投入，制定本指引。

　　一、支持专门为老年人提供生活照料、康复护理等服务的营利性或非营利性养老项目发行养老产业专项债券，用于建设养老服务设施设备和提供养老服务。发债企业可使用债券资金改造其他社会机构的养老设施，或收购政府拥有的学校、医院、疗养机构等闲置公用设施并改造为养老服务设施。
