天津市商务委关于融资租赁行业推广中国（上海）自由贸易试验区可复制改革试点经验的通知

各区县商务主管部门：

为贯彻落实《国务院关于推广中国（上海）自由贸易试验区可复制改革试点经验的通知》（国发〔2015〕65号），商务部办公厅下发了《商务部办公厅关于融资租赁行业推广中国（上海）自由贸易试验区可复制改革试点经验的通知》（商办流通函〔2015〕575号），允许融资租赁公司兼营与主营业务有关的商业保理业务，融资租赁公司设立子公司不设最低注册资本限制。已设立的融资租赁公司兼营保理业务无需市场准入，由工商部门直接办理增项。融资租赁公司应遵守《融资租赁企业监督管理办法》，兼营的商业保理业务应与主营业务有关，在兼营商业保理业务时，参照商业保理行业管理相关规定执行。
