| Your request for instructions on establishing cross-border e-commerce comprehensive pilot zones has been received. The following reply is hereby made: | | 你们关于设立跨境电子商务综合试验区的请示收悉。现批复如下： |
| I. The establishment of cross-border e-commerce comprehensive pilot zones in Tianjin Municipality, Shanghai Municipality, Chongqing Municipality, Hefei City, Zhengzhou City, Guangzhou City, Chengdu City, Dalian City, Ningbo City, Qingdao City, Shenzhen City, and Suzhou City is hereby approved, which are respectively named as China (City Name) Cross-Border E-Commerce Comprehensive Pilot Zone, and the specific implementation plans will be issued respectively by the people's governments at the provincial level in the places where the cities are located. | | 一、同意在天津市、上海市、重庆市、合肥市、郑州市、广州市、成都市、大连市、宁波市、青岛市、深圳市、苏州市等12个城市设立跨境电子商务综合试验区，名称分别为中国（城市名）跨境电子商务综合试验区，具体实施方案由城市所在地省级人民政府分别负责印发。 |
| II. In the construction of cross-border e-commerce comprehensive pilot zones (hereinafter referred to as the comprehensive pilot zones), you shall fully implement the spirit of the 18th National Congress of the Communist Party of China (CPC) and the Second, Third, Fourth, and Fifth Plenary Sessions of the 18th CPC Central Committee, conscientiously implement the decisions and deployments of the CPC Central Committee and the State Council, and in accordance with the requirements of “Four Comprehensives” as a strategic blueprint (which refers to building a moderately prosperous society, deepening reform, advancing the rule of law and strictly governing the party), firmly establish and effectively implement the concept of innovative, coordinated, green, open, and shared development, take deepening reform and expanding opening-up as the driving force, learn from the experience and practice of the China (Hangzhou) Cross-Border E-commerce Comprehensive Pilot Zone in the construction of “Six Systems” and “Two Platforms,” highlight local characteristics and advantages based on the local circumstances, and make efforts to conduct pilot programs in terms of technical standards, business process, regulatory mode, information construction and other aspects relating to the business-to-business (B2B) model for cross-border e-commerce, so as to promote the sound development of cross-border e-commerce nationwide, form more replicable and promotable experience, unleash market vitality by using new models that are more convenient and efficient, attract small, medium and large enterprises to form conglomerations, promote the growth of new business types, drive business startups and innovations from all walks of life, increase employment, and provide support for high-quality import and export, upgrading and development in foreign trade. | | 二、跨境电子商务综合试验区（以下简称综合试验区）建设要全面贯彻党的十八大和十八届二中、三中、四中、五中全会精神，认真落实党中央、国务院决策部署，按照“四个全面”战略布局要求，牢固树立并贯彻落实创新、协调、绿色、开放、共享的发展理念，以深化改革、扩大开放为动力，借鉴中国（杭州）跨境电子商务综合试验区建设“六大体系”、“两个平台”的经验和做法，因地制宜，突出本地特色和优势，着力在跨境电子商务企业对企业（B2B）方式相关环节的技术标准、业务流程、监管模式和信息化建设等方面先行先试，为推动全国跨境电子商务健康发展创造更多可复制推广的经验，以更加便捷高效的新模式释放市场活力，吸引大中小企业集聚，促进新业态成长，推动大众创业万众创新，增加就业，支撑外贸优进优出、升级发展。 |
