| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in all provinces, autonomous regions and municipalities directly under the Central Government; and the SAFE branches in Shenzhen, Dalian, Qingdao, Xiamen and Ningbo: | | 国家外汇管理局各省、自治区、直辖市分局、外汇管理部，深圳、大连、青岛、厦门、宁波市分局： |
| For purposes of further improving balance-of-payment statistics declarations, and strengthening enterprises' trade credit investigation, in accordance with the Statistics Law of the People's Republic of China, the Regulation of the People's Republic of China on Foreign Exchange Administration (Order No. 532, State Council, PRC) and the Measures for the Statistical Declaration of Balance of Payments (Order No. 642, State Council, PRC), the SAFE has developed the Rules for Trade Credit Investigation (see the Annex) by integrating the original regulatory documents on trade credit. These Rules are hereby issued to you, and the relevant matters are hereby announced as follows: | | 为进一步提升国际收支统计申报业务水平，加强企业贸易信贷调查力度，依据《中华人民共和国统计法》、《中华人民共和国外汇管理条例》（中华人民共和国国务院令第532号）和《国际收支统计申报办法》（中华人民共和国国务院令第642号），国家外汇管理局整合原有贸易信贷相关规范性文件，形成《贸易信贷调查制度》（见附件）。现将本制度印发给你们，并就相关事项通知如下： |
