| Work Plan for the Pilot Program of Government Lawyers in the National Housing and Urban-Rural Development System | | 全国住房城乡建设系统公职律师试点工作方案 |
| For purposes of implementing the spirit of the Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Promoting the Legal Adviser System and the Government Lawyer and Corporate Lawyer System (No. 30 [2016], General Office of the CPC Central Committee), bringing into full play the role of specialized legal talent in the work of housing and urban-rural development, and raising the level of administration by law in the housing and urban-rural development system, upon the consent of the Ministry of Justice, the Ministry of Housing and Urban-Rural Development decided to conduct the pilot program of government lawyers in the national housing and urban-rural development system. This Work Plan is enacted according to the relevant requirement of the Letter of the Ministry of Justice on Consenting to Conducting the Work of Government Lawyers in the National Housing and Urban-Rural Development System (Letter No. 24 [2016], Ministry of Justice) and the Letter of the Ministry of Justice on Consenting to the Work Plan for the Pilot Program of Government Lawyers in the National Housing and Urban-Rural Development System (Letter No. 96 [2016], Ministry of Justice), in light of the actual work of the housing and urban-rural development system. | | 为贯彻落实《中共中央办公厅国务院办公厅关于推行法律顾问制度和公职律师公司律师制度的意见》（中办发[2016]30号）精神，充分发挥法律专业人才在住房城乡建设工作中的作用，提升住房城乡建设系统依法行政水平，经司法部同意，住房城乡建设部决定在全国住房城乡建设系统开展公职律师试点工作。按照《司法部关于同意在全国住房城乡建设系统开展公职律师工作的函》（司发函[2016]24号）和《司法部关于同意全国住房城乡建设系统公职律师试点工作方案的函》（司发函[2016]96号）有关要求，结合住房城乡建设系统工作实际，制定本工作方案。 |
| I. Scope and principles of the pilot program | | 一、试点范围和试点原则 |
| The government lawyers in the housing and urban-rural development system refer to the functionaries who hold government lawyer's practice licenses, possess specialized legal knowledge in respect of housing and urban-rural development, and engage in the legal affairs with regard to housing and urban-rural development. The scope of the pilot program shall be the Ministry of Housing and Urban-Rural Development and the competent departments of housing and urban-rural development of the local people's governments at or above the county level. | | 住房城乡建设系统公职律师是指持有公职律师执业证，具有住房城乡建设专业法律知识，从事住房城乡建设有关法律事务的工作人员。试点范围为住房城乡建设部和县级以上地方人民政府住房城乡建设主管部门。 |
