| For the purposes of implementing the spirit of the 19th CPC National Congress, following the overall plan for deepening the reform of national defense and armed forces as approved by the CPC Central Committee and the decisions and arrangements on the reform of the people's armed police force, strengthening the CPC Central Committee and the Central Military Commission's centralized and unified leadership of the people's armed police force, modifying the leadership and command system, optimizing the structure and composition of forces, improving relevant policies and systems, and building a modern people's armed police force that obeys the Party's command, can fight and win, and maintains excellent conduct, it is decided at the 30th Session of the Standing Committee of the Twelfth National People's Congress to provisionally adjust the application of the provisions on the leadership and command system, functions and tasks, police ranking system, guarantee system, military deployment and mobilization and use of the forces of the people's armed police force in the National Defense Law of the People's Republic of China and the People's Armed Police Law of the People's Republic of China during the reform of the people's armed police force. Specific measures shall be governed by the relevant decisions of the CPC Central Committee and the relevant provisions issued by the State Council and the Central Military Commission. Relevant laws shall be amended and improved in a timely manner upon the maturity of reform measures | | 为了贯彻落实党的十九大精神，按照党中央批准的深化国防和军队改革总体方案以及关于人民武装警察部队改革的决策部署，加强党中央和中央军事委员会对人民武装警察部队的集中统一领导，调整领导指挥体制、优化力量结构编成、完善相关政策制度，建设一支听党指挥、能打胜仗、作风优良的现代化人民武装警察部队，第十二届全国人民代表大会常务委员会第三十次会议决定：人民武装警察部队改革期间，暂时调整适用《中华人民共和国国防法》、《中华人民共和国人民武装警察法》中有关人民武装警察部队领导指挥体制、职能任务、警衔制度、保障体制、部队部署和兵力调动使用的规定。具体办法按照党中央的有关决定、国务院和中央军事委员会的有关规定执行。改革措施成熟后，及时修改完善有关法律。 |
